Indonesia Promotes Resilient Villages as Key to ASEAN Resilience in the Face of Disasters and Crises

JAKARTA - Supporting Indonesia's Chairmanship of the ASEAN Disaster Management Committee (ACDM), the Ministry of Foreign Affairs through the ASEAN-ID Resilience initiative, and the National Disaster Management Agency (BNPB) held a discussion entitled "ASEAN Village to the World: Partnership for Sustainable Resilience Through the Development of ASEAN Sustainable Resilence Strategies."

The activity, which was held on July 30, 2026 in Bandung, West Java, was held on the sidelines of the 48th ASEAN Disaster Management Committee (ACDM) Meeting.

The discussion discussed the follow-up to Indonesia's initiative on the ASEAN Chairmanship 2023 which places villages and local communities as the front line in building resilience to climate change and disasters. The discussion is also in line with the Asta Cita, especially the strengthening of development from villages as the foundation of community resilience, including food and energy resilience.

The discussion emphasized the importance of village resilience in building regional resilience against climate threats and food resilience. The concept of Sustainable Resilience or Sustainable Resilience was also discussed, which is not only applied in disaster management, but is prioritized in various sectors and pillars of ASEAN cooperation.

Deputy for Systems and Strategy of BNPB, Dr. Raditya Jati, S.Si., M.Si., as chair of the 48th ACDM, said that this forum was also an effort to strengthen Indonesia's role in translating the ASEAN Community Vision 2045 into concrete actions that provide direct benefits to the community. "Indonesia believes that a resilient local community is the foundation of a resilient ASEAN region," said Raditya.

In this case, the Director General of Village and Rural Development, Ministry of Villages, Disadvantaged Regions and Transmigration (Kemendes PDT), Nugroho Setijo Nagoro M.Si., emphasized that "Resilience starts from the village. He proposed three steps for ASEAN village resilience, including: villages as the main initiators, village-based development cycles, and building multi-party support," he said.

Representing the academic community, Dr. Sc. Yoga Andriana Sendjaja, Vice Dean of Padjadjaran University, mentioned the importance of the role of universities and the involvement of young people in preserving local wisdom to build sustainable village resilience.

Meanwhile, the representative of the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), Iwan M. Raharja, appreciated the comprehensive Indonesian Sustainable Resilience Strategic Review and expressed his readiness to support the synergy of this framework at the global level.

At this forum, Indonesia submitted a proposal for further discussion regarding the implementation of the ASEAN Leaders' Declaration on Sustainable Resilience which was adopted in 2023.

Inter-country and partner learning is also expected to become a global pilot for the Post-2030 agenda.

Thus, the forum then produced policy recommendations and a strategic partnership map that strengthens ASEAN's position as a resilient, inclusive, and competitive region in facing global challenges.
