JAKARTA - The Corruption Eradication Commission (KPK) has revealed that West Lombok Regent Lalu Ahmad Zaini received a flow of Rp10.8 billion from the arrangement of goods and services procurement projects in the West Lombok Regency Government.

The acceptance was carried out after Sudirman as President Director of PT Air Minum Giri Menang (AMGM) was arranged to obtain a project at the Public Works, Spatial Planning, and Residential Area Planning Office (PUPRPKP). Acting Director of KPK Investigation Achmad Taufik Husein said the arrangement began by ordering the Head of the PUPRPKP Office, Lalu Ratnawi.

After being arranged, Sudirman allegedly used his CV Dyas Karya Konstruksi (DKK) as a pool bucketproyek.

"SUD then 'borrowed the flag' to a number of providers, so that the name of CV DKK was not recorded administratively as the winner of the project at the West Lombok PUPRPKP Office," said Taufik in a press conference at the KPK Red and White building, South Jakarta, Tuesday, July 21.

"This was done by SUD so that CV DKK would not be captured by the public, that the handling of the project package was fraught with conflicts of interest," he continued.

Taufik explained, Sudirman then sent a list of work packages along with the names of the providers who would work on the project to the Head of the PUPRPKP Office.

In the procurement process, the goods and services procurement committee (PBJ) allegedly added a requirement in the form of a letter of support for the ownership of tools and material suppliers. The requirement is allegedly used to make it difficult for other providers to follow the procurement process.

"The providers were then successfully won for the project package work at the PUPRPKP Office with a total value of Rp. 17.9 billion, both through tenders and direct appointments," said Taufik.

However, these projects are suspected to still be controlled by CV DKK and then subcontracted to other companies.

"From the package of work projects with a total value of Rp. 17.9 billion, SUD allegedly provided a 3 percent fee for the providers whose names were borrowed, and gained a profit of around Rp. 10.6 billion through CV DKK," said Taufik.

Apart from the project at the PUPRPKP Office, Sudirman through CV DKK was also suspected of obtaining work at the Regional Development Planning Agency (Bappeda) and the West Lombok Regency Youth and Sports Office (Dispora) with a value of IDR 31.1 billion.

According to Taufik, the total funds received by Sudirman through CV DKK amounted to IDR 41.7 billion.

"From the money received by SUD through CV DKK, amounting to Rp41.7 billion, some of it was channeled to LAZ as the Regent for Rp10.8 billion," he said.

For this case, the KPK named Lalu Ahmad Zaini and Sudirman as suspects of alleged corruption related to conflicts of interest in the procurement of goods and services.

Both of them are suspected of violating Article 12 letter i of Law Number 20 of 2001 concerning Amendments to Law Number 31 of 1999 concerning the Eradication of Corruption Crimes.

The KPK also detained the two suspects for the first 20 days, from July 21 to August 9, 2026 at the KPK Red and White Building Branch State Detention House (Rutan).
