JAKARTA - The Workers' Coalition with the Labor Party (KSP-PB) asked the government and the DPR to immediately accelerate the discussion of the new Labor Bill (RUU) so that it can be completed before the deadline in October 2026.
The President of the Labor Party and Special Advisor to the President of the Republic of Indonesia for Labor and Workers' Welfare, Said Iqbal, said that the formation of the new law was a mandate of the Constitutional Court (MK) Decision Number 168/PUU-XXI/2023 which asked the government and the DPR to draft new regulations in the field of labor.
"We ask the government and the DPR RI to immediately discuss openly, hold public hearings, public hearings, absorb aspirations, and disseminate drafts related to the Employment Bill," said Said in a KSP-PB press conference in Jakarta, Monday, July 6, reported by ANTARA.
He emphasized that the Constitutional Court had ordered the establishment of a new labor law, and not a revision of the law, by October 2026 at the latest.
According to him, the KSP-PB has submitted a draft concept of the Employment Bill to the DPR and the government as input in discussing the regulation.
Said Iqbal said the proposal includes expanding the definition of workers so that it is not limited to manufacturing workers, but also workers in other sectors that are developing in line with changes in the world of work and the digitization of the economy.
"We want to expand the base called the definition of workers or workers. So not only manufacturing workers, but also digital platform workers, media workers, creative workers, campus workers, medical workers, and other sectors," he said.
Said said his party hopes that the discussion of the Manpower Bill will be carried out openly by involving all stakeholders, including workers' organizations, so that the resulting regulations are able to provide legal certainty while strengthening protection for workers in various sectors.
"We are confident that President Prabowo Subianto and the leadership of the DPR will side with the proposals for the struggle of workers in the formation of this new Employment Law," he said.
On the same occasion, the Acting Secretary General of the Labor Party and KSP-PB representative Said Salahudin said that KSP-PB had drafted a concept paper of around 250 pages which was submitted to the DPR and the government on September 30, 2025.
He explained that the concept contains 59 issues of improvement to existing provisions and 17 new issues that are considered not regulated in Law Number 13 of 2003 concerning Employment and Law Number 6 of 2023 concerning Job Creation.
"So 59 issues of improvement, 17 new issues," said Said Salahudin.
Some of the proposed improvement issues include the regulation of decent wages, new methods of calculating minimum wages, sectoral wages, outsourced workers (outsourcing), contract workers, layoffs (PHK), severance pay, occupational safety and health, and restrictions on foreign workers.
Meanwhile, the new issues proposed include protection of digital platform workers, medical and health workers, education and education workers, transportation workers, domestic workers, crew members, migrant workers, media workers, and creative industry workers.
The General Chair of the Indonesian Workers' Confederation (KPBI) Ilhamsyah said that the discussion of the new Employment Bill needed to be accelerated because the regulation would be the basis for protecting workers in the long term.
He said the new law is expected to provide protection from the moment workers enter the workplace, while working, until they enter retirement.
"This law must protect workers from before they enter the workforce, while they are working, until the moment they retire," said Ilhamsyah.
On the other hand, Deputy Chairman of Commission IX of the DPR, Nihayatul Wafiroh, has said that the discussion of the Manpower Bill is targeted to be completed before October 2026 or in accordance with the mandate of the Constitutional Court Decision Number 168/PUU-XXI/2023.
He said Commission IX of the DPR had scheduled a number of meetings during the session from May 12 to July 21, 2026, involving entrepreneurs, workers' organizations, and academics.
