JAKARTA - The government has prepared three main strategies to expand access to electricity to remote villages throughout Indonesia as part of efforts to realize energy equity and pursue a national electrification ratio target of close to 100 percent by 2029.

Head of the Government Communication Agency (Bakom RI), Muhammad Qodari, said that expanding access to electricity was one of the government's priorities so that all people, including those in the outermost, leading, and lagging areas, could enjoy electricity services.

"The strategy for achieving this is carried out through three approaches," said Qodari in his statement, Thursday, July 2, 2026.

The first strategy is to expand the PT PLN (Persero) electricity network to areas whose location is still possible to be connected to the existing network.

According to Qodari, this approach will be the main choice for villages that are around the electricity network so that the community can immediately obtain reliable energy access.

The second strategy is carried out through the development of mini grids based on local energy potential, including the use of renewable energy (RE), to serve remote areas, islands, and communal settlements that cannot be reached by the PLN network.

Meanwhile, the third strategy is the provision of individual Solar Power Plants (PLTS) equipped with batteries for settlements that are scattered so that the construction of the electricity network is considered not economical.

"Through these three strategies, the government wants to ensure that no more people are left behind in obtaining access to electricity, including those living in the most remote areas," said Qodari.

He explained that the program is part of the implementation of Presidential Regulation Number 117 of 2025 concerning the Government Work Plan for 2026 and the Minister of Energy and Mineral Resources Decree Number 316.K/TL.03/MEM.L/2025 concerning the Roadmap for Rural Electricity Program and New Electricity Connection Assistance for 2025-2029.

In addition to expanding the electricity network, the government will also distribute the New Electricity Connection Assistance (BPBL) to households who are unable to after the electricity infrastructure is available in their area.

"The roadmap is aimed at electrifying all locations that have not yet obtained access to electricity from PLN. After the network is available, the government will also provide new electricity installation assistance for people in need," explained Qodari.

Based on data from PT PLN (Persero), the national electrification ratio has now reached 99.83 percent. Meanwhile, the ratio of electrified villages has reached 99.97 percent and the electrification ratio directly served by PLN has reached 98.56 percent.

The government targets that all regions in Indonesia can enjoy equal access to electricity as a foundation for improving the quality of life and economic growth of the community.
