JAKARTA - The Corruption Eradication Commission (KPK) detained two new suspects in the alleged corruption in determining quotas and organizing the 2023-2024 hajj at the Ministry of Religion (Kemenag) today. The two are Ismail Adham (ISM) as the Director of Operations of PT Maktour and Asrul Azis Taba (ASR), Commissioner of PT Raudah Eksati Utama and Chairman of Kesthuri.

They became suspects after the KPK first named the former Minister of Religion Yaqut Cholil Qoumas and staff in particular, Ishfah Abidal Azis or Gus Alex.

"The KPK has arrested two suspects in the case of the allocation of the haj quota for the Indonesian haj in 2023-2024," said Acting Director of Investigation Achmad Taufik Husein at a press conference at the KPK Red and White building, Kuningan Persada, South Jakarta, Monday, June 8.

The two suspects were said by Taufik to have been detained for the first 20 days since June 8-27, 2026. They will be housed in the KPK Red and White Building Branch State Detention House (Rutan).

In this case, Ismail and Asrul played an active role in the process of distributing additional special hajj quotas which were not in accordance with the provisions of laws and regulations, as well as the provision of a certain amount of money to the state organizer.

Taufik explained that Ismail and Asrul together with Fuad Hasan Mahsyur as the Board of Trustees of the SATHU Forum, who is also the boss of Maktour and other parties, met with Yaqut and Gus Alex.

The meeting, he continued, aims to request an increase in the special hajj quota which exceeds the provisions, namely 8 percent as stipulated in the legislation. Until in the process, the regular and special hajj quotas are divided with a 50-50 scheme.

Then, Ismail and Asrul together with the Ministry of Religion arranged the additional special hajj quota for companies affiliated with Maktour and NRA Group or Kesthuri Association so that they could obtain additional special hajj quotas. Including hajj quotas with the departure acceleration scheme (T0).

In the process, Taufik detailed, Ismail gave a number of money to several parties, including 30,000 US dollars to Gus Alex; 5,000 US dollars and 16,000 riyals to the former Director General of PHU Kemenag, Hilman Latief; and 10,000 US dollars to the Sub-Directorate for Licensing, Accreditation, and Special Haji Development, Rizky Fisa Abadi.

"For his actions, PT Maktour obtained illegal or illegal gains in 2024 reaching around Rp. 27.8 billion," said Taufik.

Meanwhile, Asrul allegedly gave Gus Alex money worth 406,000 US dollars. Taufik said that the receipt made by Gus Alex and Hilman Latief was allegedly a representation of Yaqut.

For their actions, Ismail and Asrul are suspected of violating Article 2 paragraph (1) and or Article 3 of Law No. 31 of 1999 jo. Article 18 of Law No. 31 of 1999 concerning Corruption as amended by Law No. 20 of 2001 concerning Amendment to Law No. 31 of 1999 concerning Corruption jo. Article 55 paragraph (1) of the Criminal Code.

Or as referred to in Article 603 or Article 604 of Law Number 1 of 2023 concerning KUHO jo. Article 20 letter c of Law Number 1 of 2023 concerning the Criminal Code.
