3 Suspects of Corruption in the Construction of the Lamongan Regency Building Detained by the KPK

JAKARTA - The Corruption Eradication Commission (KPK) has detained three suspects in the corruption case of the construction of the Lamongan Regency Government (Pemkab) office building which was financed by the 2017-2019 Budget Year APBD. The alleged project has caused a loss of state funds of IDR 35.7 billion due to the auction process to implementation.

"After a series of investigative and investigative activities, based on the adequacy of evidence, the KPK arrested three suspects," said Acting Director of Investigation Achmad Taufik Husein at a press conference at the KPK's Red and White building, Kuningan Persada, South Jakarta, Tuesday, June 2.

The three suspects who were detained were Mok. Sukiman (SKM) as the Commitment Maker Officer (PPK) at the Lamongan Regency People's Housing and Settlement Area in 2017; Ahmad Abdillah (ABD) as the Director of PT Agung Pradana Putra; and Herman Dwi Haryanto (HDH) as the General Manager of Regional Division 3 for the period 2015-2019.

"The suspects were detained for the first 20 days, starting from June 2 to June 21, 2026 at the KPK Red and White Building Branch Detention Center," said Taufik.

Actually, there is another suspect who was also appointed, namely Muhammad Yanuar Marzuki (MYM) as the Project Management Committee for the Construction of the Lamongan Regency Government Office Building. However, he has not been detained because he did not attend the investigator's call due to transportation ticket constraints.

The KPK further revealed that this case began in mid-2016 when the then Regent of Lamongan Fadeli wanted to build a new government office building and ordered his subordinates to follow up on the plan.

Furthermore, from May 5 to June 22, 2017, the procurement of goods/services for the construction project of the Lamongan Regency Office Building was held with an estimated price (HPS) of IDR 154.4 billion.

From the process, Taufik explained that the consortium of PT AB was determined as the winner of the auction. On July 21, 2017, a contract worth Rp. 151.24 billion was signed between PPK and the service provider.

"The process of implementing contracts, inspections, payments, and handing over work is not in accordance with the provisions," explained Taufik.

In addition, the KPK found indications that the suspect Ahmad Abdillah had been asked to become a contractor since the planning and budgeting stages of the project, even though the auction process had not started.

In addition, investigators also suspect that the suspect Sukiman received a number of money from the project implementers related to the construction of the building.

Various irregularities caused the results of the construction of the building to be inconsistent with the contract specifications, both in terms of volume and building quality. As a result, the state suffered a financial loss of IDR 35.7 billion.

For their actions, the suspects were charged with Article 2 paragraph (1) or Article 3 of Law Number 31 of 1999 concerning the Eradication of Corruption as amended by Law Number 20 of 2001 concerning Amendments to Law Number 31 of 1999 concerning the Eradication of Corruption Jo Article 55 paragraph (1) of the Criminal Code.
