DPRD Heran Parking Building Does Not Have SLF in Jakarta Still Allowed to Operate

JAKARTA - Member of the Special Committee (Pansus) for Parking Management of the DKI Jakarta DPRD, Heri Kustanto, highlighted the weakness of the DKI Provincial Government's supervision of parking buildings that do not have a Certificate of Public Function (SLF).

This condition is considered to show the poor management of the building regarding safety standards and parking management.

Heri questioned the firmness of the DKI Jakarta Office of Construction, Spatial Planning, and Land (Citata) regarding buildings whose SLF validity had expired but were still operating.

"Buildings whose SLF are dead, there are actions and warning letters. What is the mechanism? Why is it still allowed not to extend the SLF," said Heri, Monday, May 18.

According to him, the lack of strict supervision makes building managers feel that they do not need to immediately fulfill administrative obligations and building safety standards.

Therefore, Heri encouraged the Citata Office to impose administrative sanctions in the form of fines on building managers who violate the SLF rules. This step is considered important to have a deterrent effect.

"If there is no need to immediately follow up," said Heri.

The Gerindra politician also assessed that the government's position was weak because there was no strong regulation of sanctions for violations of the parking building SLF.

"These parking companies are no longer cooperative in meeting safety standards," he continued.

Apart from the SLF issue, Heri asked the Citata Office to detail the classification of buildings that use open land or expanse as a parking area. According to him, parking patterns like this must also be included in the SLF assessment system which is integrated with parking management in Jakarta.

"How is the SLF related to our parking later?" he said.
