JAKARTA - The DKI Jakarta Provincial Government encourages the strengthening of drinking water services through the Regional Regulation Draft (Raperda) on the Drinking Water Supply System (SPAM). This regulation is prepared as a basis for expanding access to clean water while ensuring the quality of service for the community.

DKI Jakarta Governor Pramono Anung said that the provision of drinking water must prioritize the principles of fairness and affordability, and be under the control of the local government.

"Its fulfillment must prioritize the principles of justice, affordability, and sustainability through public services regulated by the local government. This Ranperda regulates SPAM organizers with clear authority sharing, and remains under the guidance and supervision of the local government," said Pramono in a plenary meeting at the DKI Jakarta DPRD Building, Monday, April 13.

He emphasized that the main policy direction of the DKI Provincial Government is to gradually expand piped drinking water services. The target for implementation will be adjusted to the conditions on the ground.

"This Ranperda emphasizes the obligation of the organizer to meet the principles of quality, quantity, continuity, and affordability. Performance achievements will be monitored and evaluated, then presented to the DPRD and the public in a transparent manner through the SPAM information system," said Pramono.

In addition to expanding services, the DKI Provincial Government also pays attention to controlling water leakage or non-revenue water (NRW). This effort is carried out through the modernization of the distribution network to prohibit illegal use.

On the other hand, Pramono highlighted the importance of water resilience in Jakarta which depends on various sources. Diversifying raw water sources is one of the strategies prepared by the government.

"In addition, cross-regional supply security is carried out through inter-regional cooperation, protection of water catchment areas, and support for upstream conservation," he said.

The DKI Provincial Government also plans to gradually reduce dependence on groundwater. This policy will run in parallel with the expansion of the piping network in the areas that have been served.

This step is considered important to suppress the exploitation of groundwater, which has contributed to land subsidence and environmental damage.

In discussing the ranperda, the tariff aspect is also a concern. The government ensures that the determination of drinking water tariffs still takes into account the affordability of the community, especially the low-income group.

"Overall, this ranperda is an important foundation to strengthen basic services, expand service coverage, increase water resilience, and ensure fair, transparent, and sustainable drinking water management," concluded Pramono.
