JAKARTA - The DKI Jakarta Provincial Government has started implementing a work from home (WFH) policy for the State Civil Apparatus (ASN) as an effort to reduce fuel consumption and control mobility in the capital.

This policy is also aimed at encouraging energy efficiency without disrupting the course of government and public services.

Commission A of the DKI Jakarta DPRD considers this step to be relevant in the midst of high daily mobility in Jakarta. Flexible work schemes are believed to reduce the use of fuel and traffic load, as long as ASN productivity is maintained.

Secretary of Commission A of the DKI Jakarta DPRD, Mujiyono, emphasized that WFH should not be interpreted as a relaxation in working.

"WFH is not a loophole to lower performance. ASN is still obliged to maintain discipline and ensure that public services run optimally," Mujiyono told reporters, Friday, April 3.

According to him, the success of this policy depends heavily on the role of leadership in each Regional Apparatus Work Unit (SKPD). Internal supervision is considered to be the key to ensuring that the efficiency targeted is actually achieved.

The DPRD targets a minimum 20 percent budget savings, especially from operational cost items such as electricity, water, telephone, internet, to office stationery (ATK).

Apart from efficiency, the aspect of supervision is also in the spotlight. The DPRD appreciates the firm attitude of the DKI Provincial Government which will provide sanctions for ASN who misuse the WFH policy.

"Supervision must run consistently. Abuse cannot be tolerated," said Mujiyono.

In its implementation, Commission A will work with a number of regional devices, ranging from the Regional Human Resources Agency (BKD), the Bureau of Organization and Bureaucracy Reform (ORB), the Bureau of Government, to the Inspectorate to ensure that policies run according to their objectives.

Even though it has just been implemented, the DPRD reminded that the potential dynamics in the field needed to be anticipated immediately. The difference in work patterns is considered reasonable, but it should not linger until it affects discipline and work effectiveness.

In the future, the pattern of bureaucratic work is said to be moving in a more flexible and performance-based direction. A number of regions, including West Java, are considered to have implemented a similar scheme with strict supervision.

"The main measure is no longer where ASN works, but how the performance and public service remain optimal," he said.
