JAKARTA - The Special Criminal Investigation Directorate of the West Papua Regional Police (Polda) has arrested a perpetrator of hoarding subsidized bio solar fuel (BBM) of 3,971.8 liters or 3.9 tons in Manokwari with the initials HDS.
Panit I Unit I Subdit IV Tipidter Ditreskrimsus Polda Papua Barat Ipda Ngurah Madawa Ananda said the perpetrator used the modus operandi of buying repeatedly from one gas station and several people.
The amount of fuel purchased by the perpetrator from the CODO 83.98302 gas station from February 19 to February 23, 2026 reached 272.135 liters, while the remaining 3,699.6 liters were purchased from Kadek, Jois, Zaenal, Junior, and several others.
"From the results of the examination, this perpetrator is a single player and admitted that he has been carrying out similar activities since August 2023," said Ananda as reported by ANTARA, Friday, March 6.
He explained that all the evidence of bio solar fuel that was purchased was then transported by the perpetrator using one dump truck to a storage area located in the SP4 District of Prafi, Manokwari Regency.
The fuel stored will be sold by the perpetrators using a 35-liter jerrican for Rp420,000 with an estimate of Rp12,000 per liter or higher than the purchase price from gas stations and some people, namely Rp6,800 per liter.
"In one activity of selling bio solar fuel from hoarding, the perpetrator can reap a profit of approximately Rp5 million," he said.
He said that the Sub-Directorate IV Tipidter of the West Papua Police's Criminal Investigation Unit immediately monitored the area around the gas station after receiving information regarding the practice of hoarding subsidized bio solar fuel on February 23, 2026.
Around 15.00 WIT, a truck vehicle suspected of transporting bio solar fuel passed through Welury Village, South Manokwari District, to the storage location.
"At 16.00 WIT, the team stopped the truck and the perpetrator admitted that he was transporting fuel. After that, the perpetrator was taken to the Police for questioning," he explained.
He said the evidence seized included 110 jerry cans containing 3,971.8 liters of bio solar fuel, one six-wheeled truck, one mobile phone, one Mypertamina bio solar fuel barcode card, sales reports, and others.
The perpetrator was charged with Article 40 paragraph 9 of Law of the Republic of Indonesia Number 6 of 2023 with a maximum sentence of six years in prison and a maximum fine of Rp. 60 billion for the misuse of subsidized fuel and/or gas fuel.
"This matter is still being developed, because people who sell fuel to the perpetrators will also be examined. It is not impossible that there are other suspects," he said.
