Soroti BUMD Bekasi Regency Observer in the Middle of the Big Evaluation News

JAKARTA - The massive evaluation of the Bekasi Regency Regional Owned Enterprises (BUMD) has brought forth strong demands from public policy observers.

Abu Fitri Mu'min asked the Bekasi Regency Government to immediately replace the President Director of PT Bina Bangun Wibawa Mukti (BBWM), Prananto Sukodjatmoko.

The demand was conveyed amid a comprehensive audit step carried out by the Acting Regent of Bekasi, Asep Surya Atmaja, against all BUMD. BBWM is one of the entities on the inspection list.

Abu Fitri Mu'min, who is familiarly known as Fitri Bule, assessed that BBWM's performance has continued to decline in the last decade. He highlighted the company's contribution to the Regional Original Income (PAD) which was considered to have shrunk.

"BBWM is a chronic disease. It has been led by the same person for more than a decade, but the condition has never improved, it has only gotten worse. The cure is only one, the main director must be replaced," Fitri told reporters, Friday, February 27, 2026.

According to him, as a Regional Company (Perseroda) that is profit-oriented, BBWM is accused of not being able to justify itself as a public service institution like Perumda. The measure of success, he said, is clear: profit and dividends for the region.

"If it continues to lose, it means something is wrong," said Fitri.

Fitri explained that BBWM's dividend, which had reached Rp37 billion in 2014, had now fallen to Rp2.4 billion in 2024. The decline occurred even though the capital contribution from the regional government had reached Rp178.5 billion.

Another highlight comes from the data of the State Agency Wealth Report (LHKPN) listed on the Corruption Eradication Commission (KPK) website. Prananto's wealth is recorded as having increased from Rp. 69.6 billion in 2021 to Rp. 88.7 billion in 2023.

"The strange thing is, Prananto's data was only recorded in the LHKPN since 2021, even though he has been in office since 2014. Not only that, in the LHKPN in 2023-2024, his position was recorded as Business Director, even though in fact he still served as President Director of BBWM. Is this unseriousness, negligence, or is something being deliberately hidden? "said Fitri.

Not only financial aspects, Fitri also revealed a number of other problems. He said that the BPJS Employment dues of employees were allegedly often late in being paid, reflecting a problematic financial governance.

On the operational side, the processing machines at the company's refinery are said to often experience shutdowns. The disruption is suspected to be related to the unstable gas supply from Pertamina, so that production is disrupted.

He also touched on the alleged quality of LPG products that do not meet the Indonesian National Standard (SNI), triggering complaints from offtakers or purchasing partners.

The financial condition of the company, which is considered unhealthy, he continued, even impacted around 30 employees who were reportedly laid off.

For Fitri, the series of problems reflects the weakness of management in the BBWM body.

"It's time for the Bekasi Regency Government to take a firm decision, remove Prananto and replace him with a more competent leader," he urged.

Meanwhile, the Acting Regent of Bekasi Asep Surya Atmaja previously emphasized that the audit of all BUMD was underway. He reminded, every BUMD is obliged to make a real contribution to the development and finances of the region.
