East Java Governor Khofifah Indar Parawansa received a visit from North Maluku Governor Sherly Tjoanda Laos at the Grahadi State Building in Surabaya to discuss strengthening the Electronic-Based Government System (SPBE), management of the State Civil Apparatus (ASN), and trade cooperation.
"This visit is not just a social visit, but ensures that every cooperation is built within the framework of integrated development. We in East Java are placing the change project as an instrument to ensure that every policy has a systemic and sustainable impact," said Khofifah in a statement in Surabaya, Saturday as reported by Antara.
He explained that the visit was a follow-up to the discussion since the regional head retreat and the first trade mission of East Java to North Maluku which resulted in the signing of a memorandum of understanding between regional devices.
According to him, the change project that was born from ASN leadership education and training such as Leadership Education and Training (PIM) I and PIM II is the engine of innovation and transformation of government governance.
"Development should not be partial. It must be integrated, cross-sectoral, and based on strengthening human resources capacity. Therefore, improving the quality of the apparatus is a priority, so that every program really becomes a solution for the community," he said.
In economic cooperation, Khofifah highlighted the optimization of intra-regional trade flows, including the use of sea toll connectivity so that the distribution of commodities is more efficient and mutually beneficial.
"This shows that there is room that we can integrate. We must help North Maluku products find a wider market. With connectivity, including sea tolls, we can create an ecosystem of mutually reinforcing trade," he said.
He added that the integration of development is also reflected in the handling of slum settlements through cross-regional synergy and stakeholders.
In the field of human resource development, the East Java Human Resources Development Agency (BPSDM) was entrusted by the State Administration Agency (LAN) to hold PIM II three times and to establish international cooperation with Singapore in improving the capacity of digital-based apparatus and governance.
In the agriculture and plantation sector, East Java encourages the downstreaming of commodities, including the development of Malang avocado varieties as a potential export commodity.
In the livestock sector, East Java is the location of the Singosari Artificial Insemination Center (BBIB) which plays a role in improving the genetic quality of national livestock.
Meanwhile, Sherly Tjoanda Laos expressed appreciation for the achievement of East Java development and stated the readiness of North Maluku to strengthen collaboration.
"Thank you, Mrs. Khofifah. For me, Mrs. Khofifah has always been a mentor. Today I am bringing a team from the North Maluku Provincial Government to East Java to learn, especially in improving the quality of human resources through BPSDM," said Sherly.
According to him, the integrated development approach implemented by the East Java Provincial Government is an important reference in designing cross-sector policies.
"We see that East Java has managed to build an integrated system, where human capital development is the main foundation. This is what we want to learn more deeply, how the change project is actually implemented and monitored so that it has a real impact on the community," he said.
