JAKARTA - Indonesian Audit Watch (IAW) reported alleged corruption in the procurement of water pumps (Pompanisasi) of the Jakarta Provincial Water Resources Agency (SDA) to the Attorney General of the Republic of Indonesia, Thursday, February 26, 2026.
IAW is asking for an investigation into the management of the water pump budget, which in the past decade has exceeded Rp. 20 trillion but has never been specifically audited.
The Founding Secretary of IAW, Iskandar Sitorus, assessed that the recurring floods in Jakarta are closely related to the technical performance of the Water Resources Agency, especially in the procurement of water pumps involving various brands and types but are proven to fail when needed.
"We have noticed that the alleged occurrence of repeated floods in Jakarta, ranging from Governor Ahok, Anies, and Mr. Pramono Anung, tends to be strong because of the technical performance elements of the Water Resources Service during the procurement of tools or the so-called water suction pumps during floods," said Iskandar to reporters after handing over the report.
"They are impressive that the procurement is various types or brands. In fact, the type or brand is proven to be a failure (failed to function), then the person who planned the procurement, who carried out the procurement auction must be checked so that we can find out what the essence of their answers and or planning is related to the water pump machine during floods," he continued.
Iskandar said that until now the Financial Audit Agency (BPK) had never carried out a thematic audit (special audit) on the procurement of the water pumps.
In fact, according to him, the amount spent was very large. "It has never been audited by the BPK specifically, and the thematic audit itself has not shown anything in it, even though this figure is 20 trillion," he said.
On this basis, IAW asked the Attorney General to order the Deputy Attorney General for Special Crimes (Jampidsus) to conduct an initial investigation as a step towards investigating and prosecuting Corruption Crimes (Tipikor), as well as coordinating with the BPK to request a thematic audit.
"We ask the Attorney General to request a thematic audit from the BPK regarding the procurement of pumps for this decade," he said.
Iskandar warned that without fundamental improvements, floods would continue to inundate Jakarta no matter who leads the capital.
"Whoever the Governor of Jakarta is, as long as the Water Resources Office performs as it is now, Jakarta will still flood, no matter how many trillion it is spent," he said.
Regarding the parties suspected of being involved, Iskandar directed attention to the Head of the Land and Spatial Planning Service, especially those who served in the last three years, but also emphasized that the search needed to be carried out to their predecessors.
"For the last three years, the trend is the current Head of the Office. But later, of course, many Heads of Water Resources Offices can be asked about it," concluded Iskandar.
