DPR Approves 8 Candidates for BAZNAS Members from the Community Element

JAKARTA - The DPR has approved 8 candidates for members of the National Zakat Agency (BAZNAS) from the community element in the 13th plenary meeting of the III Session Year 2025-2026.

The decision was the result of a consideration that was processed in Commission VIII of the DPR.

"Please allow us to ask the honorable council session, can the report of the VIII Commission of the DPR RI on the results of the consideration of the candidate members of Baznas from the community element be approved?" asked Deputy Speaker of the DPR Saan Mustopa as the chairman of the plenary meeting held at the DPR building, Senayan, Jakarta, Tuesday, February 10.

All participants of the plenary meeting agreed to this.

Previously, the Chairman of Commission VIII of the DPR, Marwan Dasopang, stated that there were several legal grounds for giving consideration to prospective members of BAZNAS from the community.

First, the 1945 Constitution of the Republic of Indonesia in article 29 paragraph 2 which reads, "The State guarantees the independence of each citizen to embrace his respective religion and to worship according to his religion and belief."

Second, Law number 23 of 2011 concerning the management of zakat. It is stated in article 5, for the implementation of zakat management, the government formed BAZNAS. Furthermore, in article 8 it is stated that BAZNAS consists of 11 members.

The membership of BAZNAS as referred to in paragraph 1 consists of 8 people from the community and 3 people from the government. The community element referred to in paragraph 2 consists of ulama, professional personnel and Islamic community figures. Meanwhile, the government element referred to in paragraph 2 can be appointed from ministries/agencies related to zakat management.

"BAZNAS is headed by a chairman and a vice chairman. Meanwhile, the term of office of BAZNAS members according to Article 9 states that the term of office of BAZNAS members is held for 5 years and can be re-elected for one term," said Marwan in his report.

Marwan explained that the mechanism for giving consideration to BAZNAS members from the community element is regulated in article 10 paragraph 2 of Law number 23 of 2011 concerning the management of zakat, BAZNAS members from the community element are appointed by the President upon the proposal of the Minister after receiving consideration from the House of Representatives of the Republic of Indonesia.

Then the third basis, the regulation of the Republic of Indonesia Government number 14 of 2014 concerning the implementation of Law number 23 of 2019 concerning the management of zakat. Fourth, Presidential Letter No. R/66/Pres/10/2025 dated October 29, 2025 regarding the application for consideration of prospective members of the National Zakat Amil Agency from the community.

Fifth, the decision of the consultation meeting to replace the meeting of the deliberative body between the leadership of the DPR RI and the leadership of the factions on January 19, 2025 regarding the assignment to Commission VIII of the DPR to discuss considerations for prospective members of the National Zakat Agency from the community.

"The leadership and members of the DPR RI, whom we respect, based on the legal basis above, the VIII Commission of the DPR RI has carried out consideration of the candidate members of BAZNAS from the community element on Monday, February 9, 2026, from 14:00 to 17:00 against eight candidates," explained Marwan.

Marwan said, Commission VIII of the DPR has listened to the presentation of prospective members of BAZNAS from the community based on the number of the order that has been submitted by the President's letter.

In his presentation, said Marwan, all members of BAZNAS from the community element have conveyed the vision, mission, work program, analysis of the problems of collecting and distributing zakat, national potential, analysis of constraints and collection and zakat ecosystem.

"After the exposure of eight prospective members of BAZNAS from the community, it was followed by the consideration of the leadership and members of representatives from factions in Commission VIII. The members and leaders of Commission VIII RI have highlighted various things regarding the collection and distribution, both from legal aspects, deepening the vision and mission, the work program of each prospective member of BAZNAS, as well as various things that follow the exposure presented by the members," he said.

Marwan stated that Commission VIII of the DPR, in accordance with the authority it has, has approved the eight candidates for BAZNAS members.

"For this reason, Commission VIII has approved and can be appointed as a candidate for BAZNAS. This consideration is conveyed as an effort to improve the quality of zakat management in Indonesia," concluded Marwan.

The following are eight prospective members of Baznas from the community element approved by the DPR:

1. Dikdik Sodik Mudjahid (Community figure)

2. Zainut Tauhid Sa'adi (Islamic community figure)

3. Rizaludin Kurniawan (Islamic community figure)

4. Saidah Sakwan (Islamic community figure)

5. Syarifuddin (Islamic community figure)

6. Idy Muzayyad (Professional Staff)

7. Mokhamad Mahdum (Professional Staff)

8. Neyla Saida Anwar (Professional Staff)
