BOGOR - The Special Committee (Pansus) of the Bogor City DPRD together with the Bogor City Population and Civil Registration Office (Disdukcapil) finalized the discussion of the Regional Regulation Draft (Raperda) on the Implementation of Population Administration which was focused as a comprehensive update of the population system. This new regulation is prepared to replace the old rules while encouraging the digitization of services, data integration, and the protection of citizens' personal information.

Chairman of the Administrative Regulation Committee, H. Subhan, said the discussion was aimed at the formation of a new regulation, not a limited revision. According to him, Regulation Number 16 of 2008 is no longer able to respond to the challenges of technological development and the increasingly dynamic mobility of the population.

"Based on discussions with the District/City Administration, we agreed that this was a reform ordinance. The old rules are irrelevant, so a new, more modern and adaptive system is needed," Subhan said in his statement, Sunday, February 1.

He explained that the update of the population system would focus on three main pillars, namely the arrangement of population mobilization, acceleration of the implementation of Digital Population Identity (IKD), and strengthening the role of Disdukcapil in monitoring and validating data. The three aspects are considered important to create an accurate and real-time population database.

In addition, the Regional Regulation is also directed to support the development of a city-level population command center and big data as an information control center. With an integrated system, local governments are expected to be able to formulate more precise data-based policies.

"The target is that we have a valid, integrated population database that can be used across sectors for public services," he said.

Significant changes have also been made to the administrative service flow. Residents can now take care of documents independently through an online system without having to take care of the RT / RW introduction letter at the beginning. After the process is complete, reporting is made to the local environment.

"The process is made simpler and digital. RT/RW still functions as a supervisor, but it is no longer the initial bureaucratic door," explained Subhan.

Head of the Bogor City Disdukcapil Ganjar Gunawan added that the update of regulations is important to strengthen the protection of citizens' personal data as well as overcome the limitations of regional data access which has been centralized.

"This regulation will be a legal umbrella for the protection of personal data and data updates. We want a more responsive and secure population system," said Ganjar.

He emphasized that the Disdukcapil would also expand the pick-up ball service as well as the combination of online and offline services so that all layers of society would continue to be served.

With the system update through this Raperda, the Bogor City Government targets a more efficient, transparent, and digital-based administration of population administration to support community needs and regional development planning.
