Chairman of the House of Representatives Puan Maharani opened the Third Session of the 2025-2026 Session with emphasizing the importance of disaster mitigation in the midst of increasing natural disasters that hit a number of regions as well as the start of the implementation of the new Criminal Code (KUHP) since the beginning of 2026.

He added that the DPR was required to ensure the equitable development of inter-regional development, the fulfillment of basic services for the community such as education, health, food, and housing, as well as handling social-political issues wisely in order to maintain national stability.

Puan also highlighted the entry into force of the package of national criminal law legislation, namely Law Number 1 of 2023 concerning the Criminal Code, Law Number 20 of 2025 concerning the Criminal Procedure Code, and Law Number 1 of 2026 concerning Criminal Adjustment. "This is a historic milestone for the Indonesian nation in the context of legal reform and legal democratization," said Puan.

According to him, during this trial, the DPR together with the government will continue to discuss the bill in the National Legislation Program. "Discussion of draft laws cannot always be completed in a short time," said Puan.

The plenary meeting also ratified the inauguration of the replacement member of the DPR for the Central Kalimantan Dapil Golkar Faction, Bias Layar, replacing Mukhtarudin who is now serving as Minister of Protection for Indonesian Migrant Workers.
