Puan Opens the 2026 DPR Trial Period, Emphasizes Disaster Mitigation and Implementation of the New Criminal Code

Chairman of the House of Representatives Puan Maharani opened the Third Session of the 2025-2026 Session with emphasizing the importance of disaster mitigation in the midst of increasing natural disasters that hit a number of regions as well as the start of the implementation of the new Criminal Code (KUHP) since the beginning of 2026.

The opening of the trial session was held in a plenary meeting at Building Nusantara II, Parliament Complex, Senayan, Tuesday, January 13. The meeting was directly led by Puan and had a single agenda for the opening speech of the trial session.

Puan alluded to the Christmas and New Year 2026 celebrations that took place in the midst of natural disasters in a number of regions. This condition, according to him, cannot be treated ceremoniously.

"This condition invites us to celebrate it with simplicity, sensitivity, and deep concern for our brothers and sisters who are facing difficult times," said Puan.

He emphasized that climate change mitigation and environmental protection are the responsibility of the state towards future generations. The issue of disasters, said Puan, must be placed as a serious policy agenda.

"Mitigating climate change and protecting the environment as part of the state's responsibility to future generations," he said.

In his speech, Puan also mapped out national development challenges that must be answered by the DPR, ranging from economic growth targets that still require structural reforms, improving the quality of human resources in the midst of global and green economic transformation, to transparent and accountable government governance.

He added that the DPR was required to ensure the equitable development of inter-regional development, the fulfillment of basic services for the community such as education, health, food, and housing, as well as handling social-political issues wisely in order to maintain national stability.

Puan also highlighted the entry into force of the package of national criminal law legislation, namely Law Number 1 of 2023 concerning the Criminal Code, Law Number 20 of 2025 concerning the Criminal Procedure Code, and Law Number 1 of 2026 concerning Criminal Adjustment. "This is a historic milestone for the Indonesian nation in the context of legal reform and legal democratization," said Puan.

According to him, during this trial, the DPR together with the government will continue to discuss the bill in the National Legislation Program. "Discussion of draft laws cannot always be completed in a short time," said Puan.

The plenary meeting also ratified the inauguration of the replacement member of the DPR for the Central Kalimantan Dapil Golkar Faction, Bias Layar, replacing Mukhtarudin who is now serving as Minister of Protection for Indonesian Migrant Workers.
