PDI Perjuangan places ethics, morality, and the truth of the essence as a guide to political struggle," said Jamaluddin Idham when reading the recommendations.

The following are the 21 points of the External Recommendations of the 2026 PDI Perjuangan National Conference:

1. The Party's National Congress confirms the political stance of the PDI Perjuangan to strengthen political sovereignty, economic independence, and individuality in culture as the main guidelines in dealing with global geopolitical dynamics and national challenges, by rejecting all forms of pressure, dependence, and domination of foreign forces and global economic interests that are detrimental to national interests, and ensuring that all state policies are carried out based on Pancasila, the 1945 Constitution of the Republic of Indonesia, and the interests of the People in order to realize a sovereign, just, and civilized Indonesia in the midst of world interaction;

2. I Party's National Congress urges the government to firmly declare its rejection of all forms of violations of the sovereignty of a free country from foreign intervention as happened with the kidnapping of Venezuelan President Nicolas Maduro by US President Donald Trump. In addition to degrading the dignity of the UN, the Bandung Dasa Sila, and contrary to International Law, this attitude is also not in line with the opening of the 1945 Constitution of the Republic of Indonesia which states that independence is the right of all nations, so that colonialism in the world must be abolished because it is not in accordance with humanity, and justice;

3. The first National Congress of the Party affirms that the improvement of the quality of Indonesian democracy requires the implementation of the functions of checks and balances of state power in a critical and effective manner through the institutionalization of political parties, equal and fair treatment for all political parties, reform of the legal system that is just, strengthening of civil society, freedom of the press, and protection of the rights of every citizen in the freedom of association, assembly, and expression guaranteed by the 1945 Constitution of the Republic of Indonesia;

7. The Party's National Congress notes that the increase in global temperatures has led to a global climate crisis that has an impact on extreme weather, prolonged drought, floods and landslides, sea water intrusion and subsidence, sinking of small islands, forest and land fires, loss of biodiversity, food crises, and various social problems that harm society. The Party realizes that one of the main causes of the climate crisis is the use of fossil energy, so the Party's National Congress recommends the government to consistently and measurably implement the commitment to reduce emissions through the Net Zero Emission policy by accelerating the energy transition to renewable energy, increasing energy savings and strengthening international cooperation through the Just Energy Transition Plan;

8. The Party's National Congress affirms that "Caring for the Motherland" is an ideological attitude and the political line of the Party's struggle to overcome the ecological crisis that threatens the safety of the People and the future of the nation. The Party is committed to maintaining environmental sustainability and the safety of the People as the main priority in the face of natural disasters, especially climate change. Based on Pancasila and the teachings of Trisakti Bung Karno, the Party considers that humans and nature are one unity of life, so that development that damages the environment, deprives the People of living space, and sacrifices future generations is a form of betrayal of the ideals of independence and the mandate of the constitution. The reform of the political system is carried out by encouraging a simple multi-party system and confirming that the participants in the legislative elections are political parties in order to realize a simple multi-party system as a counterpart to the implementation of the presidential system;

16. The Party's National Congress emphasizes the importance of space for the participation of the younger generation to engage in politics, expression, freedom of opinion, creativity, innovation and collaboration, as well as developing all of its leadership capacity for the future of the nation and state. This transformation must be focused on cleansing the institution of practical political elements, the elimination of the 'dual function' of civil posts and the reallocation of budgets for the welfare of POLRI personnel who serve at the grassroots, to ensure a professional, humanistic and trustworthy POLRI;

19. The I National Congress of the Party emphasizes the importance of the independence of law enforcement, paying attention to the welfare of the law enforcement apparatus, and improving the multi-interpretable criminal law norms to ensure that the law enforcement process is not hijacked by political interests and business interests. Law enforcement, including the eradication of corruption, must not be used as a political power tool or a business competition tool. Such practices must be rejected because they undermine the principle of law enforcement. Independent law enforcement is expected to be able to become a major supporter of the realization of justice and legal certainty as the cita of the rule of law;

20. The Party's National Congress reaffirms the commitment to reform to make the TNI a professional army that is firm in the 1998 Reform mandate by staying away from practical politics.
