JAKARTA - President Prabowo Subianto is scheduled to inaugurate the Balikpapan refinery development master plan (RDMP) project on Monday, January 12. The project, worth around Rp. 126 trillion, is one of the government's strategic steps to reduce oil fuel imports (BBM) and strengthen national energy resilience.

The certainty of the inauguration of this national strategic project was conveyed by the Cabinet Secretariat (Seskab) Teddy Indra Wijaya after President Prabowo held a limited meeting at his residence in Bojongkoneng Village, Hambalang, Bogor, Sunday, January 11.

"The plan for the inauguration of the Pertamina RDMP Balikpapan integrated energy infrastructure on Monday, January 12, 2026," wrote Teddy in a statement uploaded via the @sekretariat.kabinet Instagram account, quoted on Monday, January 12.

With an investment value of US$ 7.4 billion or around Rp. 126 trillion, the Balikpapan RDMP managed by PT Kilang Pertamina Internasional (KPI) through its subsidiary, PT Kilang Pertamina Balikpapan (KPB) is one of the largest projects of state-owned enterprises (SOEs).

RDMP Balikpapan is designed to modernize and increase the capacity of the Pertamina Balikpapan refinery. This project also makes the Pertamina Balikpapan refinery the largest refinery in Indonesia.

The existence of the Balikpapan RDMP will increase the refinery processing capacity from around 260,000 barrels per day to 360,000 barrels per day. This amount is equivalent to about a quarter of the national fuel needs.

The Minister of Energy and Mineral Resources (ESDM) Bahlil Lahadalia explained that when the Balikpapan RDMP was fully operational, Indonesia was projected to experience a significant surplus in the production of solar fuel. This condition opens up opportunities for Indonesia to stop importing solar starting in 2026.

"Solar later in 2026, if our RDMP is ready, we will have a surplus of around 3 to 4 million kiloliters. Our agenda in 2026 is that there will be no more solar imports," said Bahlil, late December 2025.

In addition to strengthening national energy resilience and reducing import dependence, the presence of RDMP Balikpapan will also improve the quality of national fuel. The products produced will be equivalent to the Euro V standard which is more environmentally friendly.
