PADANG - The National Disaster Management Agency (BNPB) together with the West Sumatra Provincial Government as well as the district and city governments affected by the disaster completed the approval of the post-disaster rehabilitation and reconstruction plan (R3P) documents for 13 areas in West Sumatra.
The ratification of the document was carried out on Thursday and became the strategic basis for handling the rehabilitation and reconstruction of the post-disaster hydrological region that hit West Sumatra at the end of 2025.
The determination of R3P is coupled with the signing of a joint commitment themed Sumbar Bangkit which was held at the Auditorium of the Governor of West Sumatra.
This activity was attended by the Chief Secretary of the BNPB, Rustian, the Governor of West Sumatra Mahyeldi, representatives of related ministries and institutions, the ranks of Forkopimda West Sumatra, and 13 regional heads from affected districts and cities.
The R3P document is the main reference in the implementation of post-disaster recovery, ranging from the rehabilitation stage to cross-sector reconstruction. It contains data on damage due to hydrometeorological disasters that occurred at the end of November 2025, as well as the need for recovery in various strategic sectors.
BNPB's Chief Secretary Rustian said that R3P serves as a comprehensive guideline for local governments in recovering affected areas in a planned and measurable manner.

In substance, R3P is structured based on a post-disaster needs assessment to assess the level of damage to infrastructure, social, economic, and environmental.
This document also serves as a guideline for the preparation of rehabilitation and reconstruction scenarios that are directed and the determination of funding authorities between the central government, provinces, and regencies/cities.
In addition, R3P facilitates cross-sector coordination and proposes financing assistance to the central government in order to accelerate the recovery of affected areas.
The R3P document was compiled by involving all stakeholders, ranging from local governments, BPBD, to technical regional device organizations. The compilation process was also accompanied by BNPB to ensure the validity of damage data, recovery needs, and cross-sector action plans.
"The target for the establishment of the R3P document by each regional head has been set no later than January 9, 2026," said Rustian.
BNPB assistance is focused on accelerating the preparation of R3P in areas affected by hydrometeorological disasters, including the implementation of field verification of affected houses by technical teams.
