KPK Will Immediately Announce the Legal Status of Yaqut and Maktour Boss in the Hajj Quota Corruption Case

JAKARTA - The Corruption Eradication Commission (KPK) has ensured that the investigation into the alleged corruption in the organization of the hajj pilgrimage is still ongoing. The KPK stated that the determination of the legal status of a number of parties who were examined would be announced immediately after all stages of the investigation were completed.

KPK spokesman Budi Prasetyo said investigators were optimistic that the examination process in this case would not drag on. Including determining the legal status of Minister of Religion Yaqut Cholil Qoumas and the owner of the Hajj travel agency Maktour.

"The KPK believes that the investigation by investigators will soon be completed," said Budi when confirmed, Monday, December 29, 2025.

Budi explained that at present, investigators are still waiting for the results of the calculation of state financial losses from the Financial Supervisory Board (BPK). This calculation is an important part of the construction of the alleged corruption in the haj case.

"We are still waiting for the state's loss calculation from the BPK in this case," he said.

The KPK also responded to the issue of the end of the period of prevention abroad for a number of parties who have been examined since August 2025. According to Budi, the end of the prevention period does not interfere with the ongoing legal process.

He emphasized that all the evidence needed in this case had been secured by investigators. The KPK also ensured that it would convey the development of the case to the public after the investigation was declared complete.

In this case, the KPK previously found evidence of an attempt to remove evidence related to the 2023-2024 Hajj quota corruption. The findings were obtained after investigators searched the office of the Maktour Hajj travel agency in Jakarta.

"The KPK carried out a search at the MT Hajj travel bureau's office in Jakarta. During the search, investigators found initial indications of the alleged disappearance of evidence," Budi said in his statement, Friday, August 15, 2025.

Based on the findings, the KPK evaluated and opened the opportunity to apply the obstruction of investigation article to the private parties suspected of being involved.

"KPK then evaluated and of course the investigators did not hesitate to consider the imposition of Article 21 obstruction of justice. For private parties who try to obstruct, obstruct, one of which includes removing evidence in this Hajj case," said Budi.

During the investigation, the KPK has prevented the former Minister of Religion Yaqut Cholil Qoumas from going abroad. Prevention was also imposed on the former Special Staff of the Minister of Religion Ishfah Abidal Aziz and the owner of the Maktour Travel Fuad Hasan Masyhur.

The KPK also collaborated with the BPK auditor in the examination of Yaqut Cholil Qoumas. Investigators also examined a number of witnesses from the elements of the haji and umrah travel bureau.

Meanwhile, Yaqut chose not to comment much after undergoing an examination at the KPK's Red and White building. He asked reporters to ask the investigators directly about the development of the case.

"Later, please ask the investigators, yes, ask the investigators," said Yaqut, Tuesday, December 16, 2025.

He also refused to respond to questions regarding the findings of investigators in Saudi Arabia. "Please, please, I have already given information to the investigators, later the complete one, please ask directly to the investigators, yes," he continued.

It is known that the KPK used a general Investigation Order (Sprindik) in this case. This means that the investigation has been carried out even though no suspects have been determined. Based on initial calculations, the KPK estimates that the potential loss to the state in this case reaches more than Rp. 1 trillion.

During the investigation, the KPK found allegations of the practice of asking for money to accelerate the departure of the hajj by individuals in the Ministry of Religion. The congregation, who should have waited in line for one to two years, was promised to be able to leave in the same year by paying a certain amount of money.
