JAKARTA - Minister of Home Affairs Tito Karnavian issued a circular letter to regional heads in disaster-affected areas in Sumatra as a legal umbrella for adjusting the Regional Revenue and Expenditure Budget (APBD) with post-disaster conditions.

"We are giving a circular as a legal umbrella for the regional heads, 52 plus three provinces, and also the leaders of the DPR to carry out the APBD changes to adjust to the new conditions," said Tito in a press conference on Recovery and Strategic Plan for Post-disaster After the End of the Year at Halim Perdanakusuma Air Base, Jakarta, Monday, December 29, reported by ANTARA.

Tito explained that adjustments were needed because the field conditions in the affected areas had undergone significant changes, including the loss of villages, as well as damage to roads and bridges, so that the APBD that was prepared before the disaster was no longer relevant.

"The situation has changed due to disasters, some villages are lost, some roads are damaged, bridges are damaged, for that reason the APBD that was made before the disaster was irrelevant," he said.

In addition to budget adjustments, the Minister of Home Affairs also conveyed the support of inter-regional financial assistance. The assistance is distributed through regional government associations, both from city governments and district governments throughout Indonesia.

It is recorded that the Association of All Indonesian City Governments (APEKSI) has disbursed assistance of IDR 5.7 billion, while the Association of All Indonesian Regency Governments (APKASI) has disbursed assistance of IDR 5 billion.

"So the total that can be delivered between regions is as much as 59.5 billion," he said.

Apart from financial assistance, Tito said a number of regions also provided support in the form of goods to help affected areas.

He also conveyed his appreciation to regional heads and regional government associations who have contributed to helping the recovery of disaster-affected areas in Sumatra.

"We thank the regional heads who have helped the area," he concluded.
