JAKARTA - Attorney General ST Burhanuddin revealed that the Forest Area Regulation Task Force (Satgas PKH) had examined 27 corporations and individuals suspected of being related to the occurrence of flash flood and landslides in several areas of Sumatra.
"The PKHA Task Force has clarified 27 companies spread across three provinces, as well as examined a number of individuals who are suspected of contributing to the occurrence of flash floods," said Burhanuddin in front of the President of the Republic of Indonesia Prabowo Subianto, at the Kejagung RI, South Jakarta, Wednesday, December 24, 2025.
He explained, based on the results of the PKH Task Force clarification and the analysis of the Interdisciplinary Research Center of the Bandung Institute of Technology (ITB), there was a strong correlation between the large flood disaster in Sumatra and the massive land use change in the upstream area of the river basin (DAS).
According to him, flash floods are not solely caused by natural factors, but are triggered by the loss of vegetation cover due to changes in forest functions that meet with extreme rainfall.
"The impact of land function transfer causes the absorption capacity of the land to decrease drastically, the surface flow increases sharply, until finally the volume of water overflows and causes flash floods," he explained.
As a follow-up, the PKH Task Force recommends that the investigation process be continued against all suspected legal subjects, both corporations and individuals, in Aceh, North Sumatra, and West Sumatra.
The process will involve cross-ministries and agencies, including the Ministry of Environment, the Ministry of Forestry, and the National Police, to coordinate law enforcement measures and avoid overlapping inspections.
"This step is important so that the completion of the case can run effectively and in accordance with applicable legal provisions," said Burhanuddin.
Closing his report, the Attorney General expressed his appreciation to all ministries and agencies that were included in the PKH Task Force for their synergy and hard work in efforts to regulate forest areas.
"The law must be enforced firmly as part of maintaining national stability. Forest areas as a gift from God Almighty must be managed and preserved for the benefit of the people, not for the benefit of a few parties," he concluded.
