Dedi Mulyadi ensures today's signing: West Java UMK average Rp3.5 million

BANDUNG - The West Java Provincial Government (Pemprov Jabar) ensures that the determination of the West Java Provincial Minimum Wage (UMP) 2026 will be carried out today, Tuesday, December 24, 2025. West Java Governor Dedi Mulyadi stated that the discussion process had entered the final stage at the Wage Council and was waiting for the signing.

Dedi said that as of Tuesday morning, the discussion of the UMP and the minimum wage of districts/cities (UMK) was still being finalized by the West Java Manpower and Transmigration Service (Disnakertrans) together with trade union elements, employers, and experts.

"Today is the finalization. I will sign the UMP and UMK today, 24," said Dedi in Bandung, Tuesday.

The determination of the 2026 UMP is the result of a series of long discussions by the West Java Provincial Wage Council. Previously, the plenary meeting for the increase in the 2026 UMP and Sectoral Minimum Wage (UMSP) had been held at Gedung Sate, Bandung City, on Friday, December 19, accommodating proposals from trade unions and employers represented by the Indonesian Employers Association (Apindo).

During the meeting, the trade union highlighted the still wide disparity in wages between regions in West Java. The average UMK 2025 is Rp3,589,619, but there are significant differences, such as Banjar City at Rp2,204,754 and Bekasi City which reaches Rp5,690,753.

The labor union assessed that the remuneration formula in Government Regulation Number 49 of 2025 concerning Remuneration has not been able to answer the issue of the gap. Using the annual inflation of September 2025 of 2.19 percent and the economic growth rate of 5.11 percent multiplied by the alpha index of 0.5 to 0.9, the disparity is still difficult to catch up with areas with low UMK.

On this basis, workers encourage that the determination of the UMP refers to the Constitutional Court Decision Number 168/PUU-XXI/2023 and considers the International Labour Organization (ILO) study related to the need for a decent living. The workers' union proposed the West Java UMP 2026 at Rp3,833,318 and the UMSP at Rp3,870,004.

On the other hand, Apindo asked that the determination of the UMP still pay attention to the ability of the business world. According to Apindo, the determination of the alpha index is not only based on the contribution of labor to economic growth, but also must consider the role and conditions of entrepreneurs.

To maintain balance, Apindo proposed the use of alpha 0.5 which resulted in an increase in UMP of around 4.745 percent. They also did not propose UMSP 2026 because there was no mandate from business actors in the West Java sector.

With the signing scheduled for today, UMP West Java 2026 is expected to immediately become a certainty for workers and employers, as well as a reference for determining the UMK in all districts and cities in West Java.
