JAKARTA - Chairman of the PSI faction of the DKI Jakarta DPRD, William Aditya Sarana, urged the DKI Jakarta DPRD to form a special committee (pansus) to investigate the high number of fire events in Jakarta throughout 2025.

In addition, the momentum of the case of the Terra Drone Indonesia building fire in Kemayoran, Central Jakarta, which killed 22 people, according to William, is a strong warning to the government to increase attention in mitigating fire cases.

"This special committee needs to investigate whether the DKI Provincial Government has carried out its duties well in organizing the SLF. One of them is by combing and inspecting buildings that still do not have a SLF," William told reporters, Friday, December 12.

Referring to Regional Regulation (Perda) Number 8 of 2008 concerning the Prevention and Hazard Management of Fires, it is emphasized that a certificate is like a function (SLF) issued by the DKI Jakarta Provincial Government after a building is said to be administratively and technically feasible.

"If it turns out that the SLF requirements are still not widely known, then the DKI Provincial Government must carry out the widest possible socialization so that our buildings are no longer dangerous for its residents," said William.

Based on the records of the DKI Provincial Government, the number of fires in the capital city from January to September 2025 has reached 1,195 incidents. The high number of fires in Jakarta, according to William, raises questions about how safe buildings are in Jakarta.

"Perhaps, there are many buildings that do not yet have a SLF. Or even worse, tools such as self hydrants, water sprinklers, and facilities such as adequate emergency stairs as a condition for obtaining the SLF are even not available at all, as are still found in many places," he said.

Meanwhile, a member of the PSI faction of the DKI Jakarta DPRD, Bun Joi Phiau, highlighted the construction of the building at the Terra Drone building, which did not have adequate safety facilities.

In Article 22 paragraph (1) of Governor Regulation Number (Pergub) 72 of 2021 concerning Technical Requirements for Life Rescue Facilities, it is regulated that buildings with a height of more than 4 floors must have at least 2 fire stairs.

"How is it possible that a tall building was found not to have an emergency ladder and adequate exit. This alone has endangered the safety of residents in terms of design," said Bun Join.

Seeing that the condition of the building does not meet the safety standards that seem to be allowed, Bun urged the DKI Jakarta Provincial Government, especially through the Cipta Karya, Spatial Planning and Land Service (Citata) to be more observant in processing and providing recommendations for the SLF of the building.

"Actually, we have asked the DKI Provincial Government to pay attention to this problem for a long time. In the future, the Citata Service must increase supervision of buildings in Jakarta. There must be routine checks to ensure that the buildings are safe," he said.
