JAKARTA - The Ministry of Home Affairs (Kemendagri) through the Director General of Regional Administration Development, Safrizal Zakaria Ali, asked the Aceh Provincial Government (Pemprov) to immediately disburse Unexpected Expenditure Funds (BTT) to accelerate the handling of floods and landslides in the area.

Safrizal emphasized that the speed factor greatly determines the success of recovery during the emergency response period.

Safrizal reminded that the regulation clearly regulates the use of BTT funds. He referred to PP Number 12 of 2019 and Permendagri Number 77 of 2020.

"Regulation has clearly regulated the use of BTT, namely PP Number 12 of 2019 concerning Regional Financial Management. Article 69 paragraph (1) states that meet the criteria for using BTT expenditure funds are natural disasters. This must be understood," he said.

Responding to the pressure, the Regional Secretary (Sekda) of Aceh Province, Muhammad Nasir, conveyed his commitment to immediately complete the process of disbursing BTT.

"After this meeting, all related SKPAs must complete their work tonight, so that tomorrow BTT can be disbursed," said Nasir.

The Aceh Provincial Government is also trying to encourage the total use of funds amounting to Rp143 billion spread across 18 districts/cities throughout Aceh.

The delay in the disbursement of BTT is considered to have caused the handling of flood disasters to be not optimal. This situation is in contrast to the proactive attitude of other provinces (North Kalimantan, North Sulawesi, East Java, and West Java) which have disbursed their APBD to assist disaster management in Sumatra, including Aceh.

Safrizal reiterated that although the central government was present to help, the responsibility for handling major disasters could not be represented by the Regional Government (Pemda).
