JAKARTA - The Indonesian House of Representatives approved the bill on Airspace Management to become law in the 9th Plenary Meeting of the Second Session Period of 2025-2026 which was held at the Parliament Complex, Senayan, Jakarta, Tuesday, November 25.
"Let us enter the first event of the Plenary Session of the Council today, namely Level II Discussions/Decision Making on the Bill on Air Space Management," said Deputy Speaker of the Indonesian House of Representatives, Sufmi Dasco Ahmad, starting today's plenary meeting.
As is known, Dasco continued, based on the provisions of Article 164 paragraph (1) of the DPR RI Regulation Number 1 of 2020 concerning Order which states that, the results of Level I discussions on the discussion of laws carried out by commissions, joint commissions, Legislation Body, Budget Agency or Special Committee with the government represented by the Minister continued at Level II Discussions to make decisions in plenary meetings.
This was preceded by the submission of reports containing processes, mini faction opinions, mini DPD opinions, and the results of Level I discussions, statements of approval or rejection from factions and members verbally requested by the leadership of the DPR Plenary Meeting, and the Presidential Final Opinion submitted by the Minister representing him.
"In this regard, we invite the Chairman of the Special Committee of the DPR RI, who is honorable, Brother Endipat Wijaya, to submit his report," said Dasco.
After listening to the report of the Chairman of the Special Committee of the DPR RI regarding the results of the discussion of the Draft Law on Air Space Management, Dasco then asked for approval from members of the council.
"It is time for us to ask for the approval of the factions of the Draft Law on Airspace Management, can it be approved to be ratified into law?" asked Dasco, who answered the approval of all meeting participants present.
The 8 factions in the DPR that approved the bill were the PDI-P faction, the Golkar Party faction, the Gerindra Party faction, the NasDem Party faction, the National Awakening Party faction, the Prosperous Justice Party faction, the National Mandate Party faction, and the Democratic Party faction.
The chairperson of the meeting then invited the Minister of Law of the Republic of Indonesia, Supratman Andi Agtas to convey his Final Opinion representing the President.
"Let us convey some of the urgency of the Airspace Management Law," said the Minister of Law.
One, explained Supratman, has not yet had a legal umbrella regarding air space. Two, violations of airspace committed by aircraft or foreign air vehicles include violations of prohibited and limited airspace.
"Third, there is no regulation regarding violations of airspace in Indonesia's positive law," he explained.
Fourth, there is no regulation regarding criminal sanctions for violations of airspace which have only been subject to administrative sanctions.
"Finally, there has been no regulation of the use of unmanned aerial vehicles, such as drones by the public, or government agencies with various purposes," he continued.
