JAKARTA - Senior Political Analyst and Founder of the Indonesian Voters Institute (LPI), Boni Hargens, appreciates the achievements of the National Police's performance which managed to rank the third best in the world based on the 2023 World Internal Security and Police Index (WISPI) assessment.

Hargens said the assessment used a comprehensive methodology that measures various aspects of police performance, ranging from institutional capacity to concrete results in the field.

"The global index, which assesses the effectiveness of police institutions around the world, puts the Police in a proud position, showing a real commitment to professionalism and operational excellence," said Hargens in his statement, Friday, November 21.

WISPI 2023 evaluates the performance of the police from 125 countries using 12 indicators in four main domains, namely capacity, process, legitimacy, and results. From this assessment, the National Police is in the third best ranking, up 21 rankings compared to the previous year.

The highest achievement can be seen in the domain of results, where the National Police got a score of 0.920 and took third place globally, only below Denmark (0.960) and Finland (0.940).

"The high score in the domain of this result shows that the level of security disturbances in Indonesia is classified as a low risk and is not a serious threat to national stability. This proves the effectiveness of the prevention and handling of crimes implemented by the Police," said Hargens.

He emphasized that this achievement marks the new era of the National Police as an institution that has a real impact on national security. This achievement, according to him, is in line with the various operational achievements of the National Police in 2023 under the leadership of the National Police Chief General Listyo Sigit Prabowo, including drug eradication, disclosure of criminal acts, handling terrorism, and corruption cases.

In addition, the level of public satisfaction which is close to 80 percent is based on the study of Litbang Kompas, Rumah Politik Indonesia (RPI), and a number of survey institutions in 2025 to strengthen the legitimacy of the National Police. Litbang Kompas noted that the level of community satisfaction reached 87.8 percent, with 89 percent of respondents assessing the positive performance of the Police in maintaining security and order.

"These numbers are not just statistics, but a reflection of the stronger relationship between the Police and the public. Public trust is a very valuable social capital," he said.

Hargens also highlighted improving the quality of public services and the Polri's internal surveillance system which continues to be improved, including strengthening professional training, improving member welfare, and implementing an inherent monitoring system (waskat).

Despite recording great achievements, Hargens assessed that the National Police was still faced with challenges that needed to be evaluated to reach world-class police standards, especially in the capacity domain and operational processes.

He highlighted three strategic steps: increasing institutional capacity through technology and human resources investment; optimizing SOPs and digitizing services for rapid response; as well as strengthening multi-party synergy with governments, the private sector, and civil society.

According to him, Indonesia is still facing an increase in crime in several sectors as well as the threat of cyber and transnational crimes that demand innovation and adaptation to be more aggressive.

"Government support, community participation, and cross-institutional collaboration are the keys to maintaining and improving the performance of the National Police in the future," he said.

Hargens is optimistic that the National Police will be able to maintain national security stability and maintain public trust.

"Under the leadership of General Listyo Sigit Prabowo, the National Police has a strong foundation to continue to advance as a modern and professional institution," he concluded.
