JAKARTA - Every peace plan in Ukraine requires the involvement of Europe and Kyiv, said Head of European Union Foreign Policy (EU) Kaja Kallas on Thursday, as the United States is pushing for a new proposal that appears to be repeating Russia's demands.

"In order for any plan to succeed, involvement of Ukraine and Europe is needed," Kallas said ahead of the bloc's foreign ministers meeting in Brussels.

"We have to understand, in this war, there is only one aggressor and one victim. So, we have not heard of any concessions from the Russian side," he said.

Kallas further said, to his knowledge, there has been no input from Ukraine or its supporters in Europe.

"We welcome all meaningful efforts to end this war, but as we have said before, this effort must be fair and sustainable," Kallas stressed.

"If Russia really wanted peace, they should have agreed to an unconditional ceasefire," he stressed.

A source familiar with the plan told AFP the proposal of Uncle Sam's country would result in Kyiv handing over his territory to Moscow and reducing more than half of its troops.

Earlier, Axios reported Moscow and Washington had drawn up a secret plan to end a war that had lasted nearly four years.
