BOGOR – The Bogor City Regional House of Representatives (DPRD) and the Bogor City Government have agreed to draft three Regional Regulations (Raperda) for the first session period of the 2025–2026 legislative year during a plenary meeting on Tuesday, 4 November. The initiative aims to support the Bogor City Medium-Term Development Plan (RPJMD) and fulfill the commitments of the Mayor and Deputy Mayor for the 2025–2030 period.

The three Raperda to be discussed over the next year cover the Smart City Implementation, Child Protection, and Health Administration. Two of the three regulations are DPRD initiatives.

Bogor City DPRD Chair, Adityawarman Adil, said the formation of these regulations reflects DPRD’s support for the “Bogor Beres” vision carried by the Mayor and Deputy Mayor, which consists of the missions Bogor Sejahtera, Bogor Pintar, and Bogor Maju.

“These Raperda aim to provide the necessary legal framework to achieve the vision and mission set by the Mayor and Deputy Mayor,” said Adit.

Bogor Mayor Dedie A. Rachim expressed appreciation to the DPRD for its continued support and collaboration by approving the three proposed Raperda.

Dedie emphasized that modern urban development requires adaptive changes, with planning, supervision, and execution carried out comprehensively while prioritizing essential public services.

“The needs of a modern city must address comprehensive health services and child protection. Our Child-Friendly City ranking continues to improve, and one of the requirements to sustain this status is having a regional regulation on child protection,” Dedie noted.

Before forming a Special Committee (Pansus) to discuss the proposed regulations, the Bogor City DPRD held a Public Hearing (RDP) to socialize the Smart City Implementation draft.

Chair of the Regional Regulation Formation Board (Bapemperda), Anna Mariam Fadhilah, said that DPRD engaged various community groups to provide input that would be included as articles based on public needs.

“We received valuable input during the RDP, especially from lecturers from IPB and other universities with expertise in relevant fields,” Anna said.

She emphasized that the Smart City Raperda is not solely focused on technological advancement, but also on building Bogor through technocratic foundations, cultural character, and human resources capable of meeting future challenges.

“Smart City is not just about technology. It’s also about building character and culture. This requires collaboration among all stakeholders, including practitioners and academics in Bogor,” she added.

Separately, Bapemperda member Endah Purwanti stated that the Smart City Raperda aligns with the development priorities outlined in the RPJMD and RPJPD of Bogor City.

“With this regulation, we aim to strengthen good governance, because a Smart City is not only about technology but also about cultivating an educated and aware society,” Endah said.

She further noted that the draft has been harmonized with the West Java Regional Office of the Ministry of Law and Human Rights, particularly regarding foundational principles that emphasize cultural values.

“People may be intelligent, but culture and values must not be lost. These principles have been included, because a truly smart person is one who upholds cultural and national values,” she concluded.
