JAKARTA - The Ministry of Home Affairs (Kemendagri) will hold a National Coordination Meeting (Rakor) on Synchronization of Ministries/Non-Ministry of Activities Programs and Activities with Regional Governments, which brings together all regional secretaries (sekda) and heads of the Regional Development Planning Agency (Bappeda) from all over Indonesia.

Head of the Information Center (Kapuspen) of the Ministry of Home Affairs, Benni Irwan, explained that the coordination meeting was designed as an interactive dialogue space between ministries/agencies and local governments.

The goal is that regional and central programs can run in the same direction, both in planning, funding, and implementation.

"So that programs and activities in the regions and centers can be in harmony. Therefore, the Regional Secretary and Bappeda are met directly with ministries/agencies at this Coordination Meeting," said Benni as quoted by ANTARA, Friday, October 24.

This activity is scheduled to last for four days, starting October 26, 2025, at the Campus of the Institute of Domestic Administration (IPDN) Jatinangor, West Java.

This coordination meeting is a strategic forum to strengthen the synergy between the central government and local governments in compiling, implementing, and evaluating priority programs for national and regional development.

According to him, synchronization is not only a matter of budget, but also a matter of time, target, and program quality. Through this Coordination Meeting, the Ministry of Home Affairs wants to ensure that regional planning can support national strategic programs such as improving basic services, strengthening infrastructure, and sustainable development in various sectors.

Benni added that this forum is also a forum for the Regional Secretary and Bappeda to convey real challenges and needs in the regions. The central government wants to hear directly the regional input, especially in the implementation of priority programs that are constrained by fiscal efficiency policies and the transfer of Regional Financial Transfers (TKD).

"We hope that the Regional Secretary and Head of Bappeda can convey as much regional needs as possible. We want to know what programs will be implemented and how it can be aligned with the central government's program," he said.

He emphasized that this coordination meeting is important to ensure that no development programs are hampered due to fiscal limitations or planning inconsistency.

Researcher from the BRIN Domestic Government Research Center Hadi Supratikta, assessed that this Coordination Meeting was a strategic step for Minister of Home Affairs Tito Karnavian in responding to the challenges of fiscal efficiency faced by local governments.

According to Hadi, the synergy between the Regional Secretary, Bappeda, and ministries/agencies is very important to maintain consistency in development planning in the midst of fiscal pressure in 2026. He assessed that the Minister of Home Affairs needs to ensure that each region has a strategy to increase Regional Original Income (PAD) which is sustainable, as well as strengthen the regional investment ecosystem.

"This Rakor is an important momentum to align the General Transfer Fund (DTU) and Special Transfer Fund (DTK) policies from the center to the regions, including its impact on regional autonomy," said Hadi.

Furthermore, Hadi emphasized that the Regional Secretary and Bappeda Coordination Meeting is a crucial moment to strengthen vertical synergy between the central and regional governments.

This forum is expected to produce concrete solutions to fiscal problems and encourage the efficiency of regional spending without sacrificing the welfare of the community.

"This Regional Secretary and Bappeda Rakor should not be wasted. This is an important moment to bridge the aspirations of the local government with fiscal policies at the center. This vertical synergy is the key so that the 2026 fiscal pressure can be mitigated together," he said.

Hadi added that the success of the coordination meeting will depend heavily on the capabilities of the Ministry of Home Affairs and related institutions in providing flexibility, certainty, and collaborative strategies so that regional development continues in the midst of budget constraints.
