Cilacap BUMD Corruption: Former Regional Secretary Receives IDR 1.8 Billion, State Loses Hundreds Of Billions

Former Acting (Pj) Cilacap Regent Awaluddin Muuri was tried in a case of alleged corruption in land acquisition covering an area of 716 hectares by PT Cilacap Segara Artha, a BUMD belonging to the Cilacap Regency Government, which allegedly cost the state Rp237 billion.

The Public Prosecutor (JPU) of the Central Java High Prosecutor's Office, Teguh Ariawan, said that the defendant, who is also the former Regional Secretary of Cilacap Regency, acted as the shareholder of PT Cilacap Segara Artha in the process of buying and selling land that actually belonged to Kodam IV/Diponegoro.

This case began when the President Director of PT Rumpun Sari Antan, Andhy Nur Huda, who was also tried in a separate case, offered the sale of his company's HGU land in Cipari District to Perumda, Cilacap Industrial Estate.

However, the offer was rejected because the core BUMD business was not in the plantation sector.

Awaluddin then sought to change the draft regional regulations in order to allow BUMD to buy plantation land.

The Cilacap Regency Government then formed PT Cilacap Segara Artha to facilitate the purchase of the land.

The land purchase transaction was agreed to be worth IDR 237 billion. From the payment, the prosecutor said that Awaluddin received IDR 1.8 billion, while Commissioner of PT Cilacap Segara Artha, Iskandar Zulkarnain, received IDR 4.3 billion.

Andhy Nur Huda is said to have a profit of around Rp230 billion which was then used to pay off debts and buy assets in the form of land, houses, and cars.

Another fact is that the 716 hectare land cannot be controlled or utilized by PT Cilacap Segara Artha because it has objections from Pangdam IV/Diponegoro as Chairman of the Rumpun Diponegoro Foundation. The land is actually state land under the management of Kodam IV/Diponegoro.

For his actions, Awaluddin Muuri was charged with Article 2 paragraph (1), Article 3, Article 5 paragraph (2), Article 11, Article 12 letter b, or Article 12B of Law Number 31 of 1999 as amended by Law Number 20 of 2001 concerning Eradication of Criminal Acts of Corruption.

Awaluddin through his attorney stated that he would submit a response to the indictment at the next trial.
