BOGOR Bogor Regency Government (Pemkab) strengthens its commitment to improving people's welfare through the accelerated handling of uninhabitable houses (Rutilahu). Bogor Regent Rudy Susmanto ensured that this program would be one of the main priorities in the 2025 Revised APBD.
Based on data from the Bogor Regency Housing, Settlement and Land Office (DPKPP), there are around 14,000 uninhabitable housing units spread across 40 sub-districts and 416 villages/kelurahan. This condition is a serious concern for local governments because it involves the quality of life of thousands of families in the Bogor area.
Our target is that the Rutilahu program can be completed within three years. That's faster than the general projection which usually takes five years. We want people not to wait too long to have a more decent place to live," said Rudy Susmanto, in his statement, Monday, September 29.
In the 2025 fiscal year, the Bogor Regency Government has prepared an improvement of 3,750 Rutilahu units. If calculated with an estimated average cost of Rp. 20 million per unit, the total budget disbursed will reach around Rp. 75 billion. This budget will be sourced from the 2025 Revised APBD, as well as an initial foothold in accelerating the three-year target.
"From the pure APBD, we focus on 3,750 houses this year. But besides that, there is also a collaboration program with the TNI and Polri to accelerate development, as well as support from the central government through the DPR RI. This synergy is important so that there is no overlapping of aid and the community can immediately feel the benefits," said Rudy.
In order for the program to really touch residents in need, the Bogor Regency Government implements a layered verification system. The data collection process is carried out starting from the RT/RW, village or sub-district level, then officially compiled by the DPKPP. With this mechanism, it is hoped that the recipients of assistance are right on target and minimize potential data misuse.
Rudy is optimistic that the Rutilahu program can run according to plan because regional fiscal capabilities show a positive trend. Stable regional revenue growth (PAD), especially from the trade sector, small industry, and tourism, is a strong basis for the Bogor Regency Government to finance large-scale social programs such as Rutilahu.
"As long as our regional economy continues to grow, we believe social programs such as Rutilahu can be accelerated. Decent housing is the basic right of the community, and the government has an obligation to fulfill it," said Rudy.
More than just improving the physical building, the Rutilahu program is also integrated with social assistance programs and community empowerment. The Bogor Regency Government wants to ensure that livable houses can be the starting point for changing the quality of life of residents: creating a healthier, safer environment, and increasing people's confidence in social and economic activities.
"With a more decent house, families can live a healthier life, children can study calmly, and people will have stronger foundations to improve their standard of living," added Rudy.
