JAKARTA - Member of Commission IV DPR RI, Daniel Johan highlighted the concrete embankment construction project in the Cilincing coastal area, North Jakarta, which triggered the rejection of local fishermen. Daniel said his party would ask the Ministry of Maritime Affairs and Fisheries (KKP) about the issue at a working meeting today in the DPR.

"Today we will hold a working meeting with the Minister of KKP (Sakti Wahyu Trenggono) to discuss the 2026 budget and other actual issues, including the construction of the cilincing embankment which is widely complained by fishermen," Daniel told reporters, Tuesday, September 16.

If after the summons of the Minister of Marine Affairs and Fisheries it is found that permits are granted but do not pay attention to social impacts such as access to fishermen, then Daniel said, there must be revisions and compensation related to the project.

"Or even cancel permits if there is no solution that has a vital impact on society and nature," he said.

In addition to licensing, according to Daniel, the project leaves other questions. For example, the involvement of coastal communities, and their impact on the environment.

Daniel also believes that it is necessary to investigate whether the concrete embankment in Cilincing has obtained an Approval for the Compliance of Marine Spatial Utilization Activities (PKKPRL) from the Ministry of Maritime Affairs and Fisheries by involving the local community.

"It is necessary to check permits, whether the PKKPRL or other permits issued by the KKP have gone through a public consultation process, have considered the impact on traditional fishermen, and whether the conditions accommodate the needs of coastal communities," said Daniel.

"Development of this kind, if not careful, can change coastal ecosystems, affect ocean currents, fish come/go down, to access fishermen to the sea. Are there AMDALs or adequate environmental & social studies?" he added.

The PKB legislator from the West Kalimantan I electoral district also reminded that the balance between investor interests and coastal communities is very important to pay attention to. According to him, economic projects must continue to pay attention to social justice and environmental sustainability.

"The private sector/investors want to use land and sea for economic gain or port infrastructure, but it needs to be balanced with the interests of the fishing community so that they are not harmed," concluded Daniel.

As is known, the existence of a 2-3 kilometer long concrete embankment in the waters of Cilincing, North Jakarta, has been widely discussed in the last few days. The question is, the concrete embankment that crosses the sea disturbs the fishermen's path to fish.

Jakarta Governor Pramono Anung confirmed that the provincial government did not issue a permit to build a concrete embankment in Cilincing waters, North Jakarta.

The permit to build a concrete embankment is under the authority of the Ministry of Marine Affairs and Fisheries granted to PT Karya Cipta Nusantara (KCN). The KCN explained that this concrete embankment is part of the construction of the port initiated by the Government.
