After Investigating RPTKA And K3 Extortion, The KPK Is Looking For Other Allegations Of Corruption At The Ministry Of Manpower

JAKARTA - The Corruption Eradication Commission (KPK) is looking for other allegations of corruption at the Ministry of Manpower (Kemnaker). This step was taken after they took care of the alleged extortion related to the licensing process for foreign workers (TKA) and the management of work safety and health certification (K3).

For information, the Ministry of Manpower issued various permits or documents related to employment in the country. The details are Mandatory to Report Manpower in Companies (WLKP); BPJS Participation Certificate; Certificate of Company Domicile/Location Permit; K3 Compliance Statement Letter; and RPTKA.

Then the Ministry of Manpower also issued a Permit for the Use of Foreign Workers (IPPTKA); Training Institute Permit; Competency Certificate; Training Organizer Permit; and Foreign Manpower Service Provider Permit (P3MI).

"We are also researching other services," said Acting Deputy for Enforcement and Execution of the KPK Asep Guntur Rahayu to reporters at the KPK's Merah Putih building, Kuningan Persada, South Jakarta, quoted Wednesday, September 10.

In addition, the KPK will also move to investigate other allegations of corruption in related ministries such as Immigration. "Such as, for example, the RPTKA. This RPTKA is related to services to foreign workers. At the Ministry of Manpower it serves the placement of its workforce," he said.

"But the workers who enter Indonesia go through immigration first. Now we will also see what the process is like in immigration," continued Asep, who also serves as Director of KPK Investigation.

Asep some time ago mentioned that the case of K3 certification extortion that dragged former Deputy Minister Immanuel Ebenezer began with a report obtained when dealing with the RPTKA case.

Thus, the KPK will set its eyes to investigate other allegations of corruption in the Ministry of Manpower and related parties.

"So it's not only in the Ministry of Manpower, but we also look at other public services in other Ministries related to cases that we are handling. Both K3 and RPTKA," said Asep.

Previously reported, the KPK named 11 suspects in connection with the alleged extortion of handling work safety and health certificates (K3). This determination began with a hand arrest operation (OTT) that arrested 14 people, including the Deputy Minister of Manpower (Wamenaker) Immanuel Ebenezer.

The following is a list of suspects named by the KPK:

1. Irvian Bobby Mahendro as Coordinator for Institutional and Personnel Affairs K3 of 2022-2025; 2. Gerry Aditya Herwanto Putra as Coordinator for Testing and Evaluation of Work Safety Competency until now; 3. Subhan as Sub-Coordinator of Work Safety Dit. K3 Development in 2020-2025;4. Anitasari Kusumawati as Coordinator of Partnerships and Work Health Personnel in 2020 until now; 5. Immanuel Ebenezer Gerungan as Deputy Minister of Manpower of the Republic of Indonesia in 2024-2029;6. Fahrurozi as Director General of Binwasnaker and K3 in March 2025 until now; 7. Hery Sutanto as Director of Institutional Development in 2021-February 2025; 8. Sekarsari Kartika Putri as sub-coordinator; 9. Supriadi as coordinator; 10. Temurila as PT KEM Indonesia; and 11. Miki Mahfud as PT KEM Indonesia's party.

Meanwhile, in the case of extortion of RPTKA for the 2019-2024 period, eight people were named as suspects. They are Suhartono and Haryanto who once served as Director General of Manpower Placement and Expansion of Job Opportunities (Binapenta and PKK) of the Ministry of Manpower.

Lalu tersangka lain yang ditetapkan adalah Wisnu Pramono selaku Direktur PPTKA Kemnaker; Devi Anggraeni selaku Koordinator Uji Kelayaan PPTKA periode 2020-Juli 2024 kemudian jadi Direktur PPTKA periode 2024-2025; Gatot Widiartono selaku Koordinator Bidang Analisis dan Pengendalian Tenaga Kerja Foreign Direktorat Pengendalian Penggunaan Tenaga Kerja Asingan Ketenagakerjaan; serta Putri Citra Wahyoe, Jamal Shodiqin, dan Alfa Eshad yang merupakan staf di Ditjen Binapenta dan PPK.

This case began when the order to extort the applicant was conveyed by Suhartono and Haryanto as former Director General of Binapenta and PKK of the Ministry of Manpower as well as two former Directors of PPTKA of the Ministry of Manpower Wisnu Pramono and Devi Angraeni. This request was later executed by Putri Citra Wahyoe, Jamal Shodiqin, and Alfa Eshad as verifiers.

The mode of extortion is called the KPK by prioritizing foreign workers who give money to take care of the Foreign Workers Use Plan (RPTKA) file. Meanwhile, those who did not give money were asked for their applications and not even processed.
