DPR Waits For Government To Explain Single Salary Rules For ASN

JAKARTA - Member of Commission II of the Indonesian House of Representatives Muhammad Khozin, responded to the Government's plan to implement a single sale for State Civil Apparatus (ASN) in 2026. He said that his party was still the government to explain the technical rules for implementing the policy plan.

Khozin explained that the implementation of single salaries for ASN is part of the transformation of ASN management as stated in Law No. 59 of 2024 concerning the National Long-Term Development Plan (RPJPN) 2025-2045. However, in the ASN Law or other derivative regulations, this single salary has not been regulated.

"If indeed in 2026 a single salary will be applied, we will wait for the technical rules to comply with the spirit of ASN management and bureaucratic reform," Khozin told reporters, Saturday, August 30.

Conceptually, Khozin assessed that this single payroll model is quite good because there is transparency and justice. In addition, according to him, this policy shows that there is no disparity between ASN because there are hidden allowances.

"There is a spirit of budget efficiency because it is simpler and reduces payment duplication, encouraging the integrity of ASN because it is not tempted to seek additional from the project honorarium, and this model will make it easier for national standards to calculate salaries fairly and competitively," explained Khozin.

However, this member of the Commission in the DPR in charge of government affairs and bureaucratic reform emphasized the need to make more operational derivative rules if the single salt policy would be implemented as a whole. Khozin also mentioned that in 2023, this single payroll trial had been implemented in 15 agencies.

"KPK and PPATK implement it for the first time. Of course, it is important to evaluate the implementation of the trial so that we know how the challenges and obstacles in its implementation are," said the legislator from the East Java IV electoral district.

Khozin said, if the single payroll plan is included in the financial note in the 2026 RAPBN, the Government must make technical rules if it will be implemented next year.

According to him, Commission II of the DPR will certainly summon related parties such as the Ministry of Administrative Reform and Bureaucratic Reform (KemenPAN RB) and other stakeholders to discuss in detail about this policy.

"The DPR is certainly waiting for a proposal from the government, later we can review it together," said Khozin.

As is known, the Government plans to implement a single salary system for the State Civil Apparatus (ASN). This plan is stated in Book II of the Financial Note together with the 2026 State Revenue and Expenditure Budget Draft (RAPBN), part of the policy forecast for state spending in 2026-2029.

Unfortunately, in Book II of the Financial Note, it is not explained in more detail about the implementation of this single salt ASN, including when exactly the policy will begin to be implemented.

For information, the single salary scheme of ASN allows civil servants (PNS) and government employees with a work agreement (PPPK) to receive only one income. One income is a merger of other income, including from basic salary and allowances.

Meanwhile, all the allowances for children and wives, rice allowances, and other allowances have been included into the basic salary component.
