JAKARTA - Member of Commission II of the Indonesian House of Representatives Muhammad Khozin, responded to the Government's plan to implement a single sale for State Civil Apparatus (ASN) in 2026. He said that his party was still the government to explain the technical rules for implementing the policy plan.
Khozin explained that the implementation of single salaries for ASN is part of the transformation of ASN management as stated in Law No. 59 of 2024 concerning the National Long-Term Development Plan (RPJPN) 2025-2045. However, in the ASN Law or other derivative regulations, this single salary has not been regulated.
"If indeed in 2026 a single salary will be applied, we will wait for the technical rules to comply with the spirit of ASN management and bureaucratic reform," Khozin told reporters, Saturday, August 30.

However, this member of the Commission in the DPR in charge of government affairs and bureaucratic reform emphasized the need to make more operational derivative rules if the single salt policy would be implemented as a whole. Khozin also mentioned that in 2023, this single payroll trial had been implemented in 15 agencies.

Khozin said, if the single payroll plan is included in the financial note in the 2026 RAPBN, the Government must make technical rules if it will be implemented next year.
According to him, Commission II of the DPR will certainly summon related parties such as the Ministry of Administrative Reform and Bureaucratic Reform (KemenPAN RB) and other stakeholders to discuss in detail about this policy.
"The DPR is certainly waiting for a proposal from the government, later we can review it together," said Khozin.
