DKI Provincial Government's Strategy To Supervise Companies That Remain Open During PSBB

JAKARTA - The DKI Provincial Government has temporarily closed 52 companies that are still running office activities during the Large-Scale Social Restriction (PSBB) period. Even though the appeal for the implementation of work at home or work from home (WFH) has been in effect since March 16, 2020.

Head of the Jakarta Manpower, Transmigration and Energy Agency Andri Yansyah admitted that he and his team were overwhelmed enough to oversee the offices that were still active during the PSBB. Moreover, there are 78,202 small to large companies scattered in Jakarta.

"If we talk about it (the number of employees supervising the company), it is not sufficient because the number of companies is very large," said Andri when contacted, Wednesday, April 22.

Moreover, Disnakertras and Energi DKI Jakarta only has a few field officers to monitor office areas during the implementation of the PSBB. Therefore, Andri set a strategy by conducting unannounced inspections (sudden inspection) of a number of companies that were still caught carrying out office activities.

In the meantime, Disnakertras will prioritize the supervision of office activities located in the protocol area or city center. In turn, the officers will carry out the inspection.

"We divide 58 people, a day 29 people supervise, the next day 29 other people," said Andri.

Even though the number of office areas and MSMEs in Jakarta is quite large, Andri does not want to burden his team. Moreover, the number of positive COVID-19 patients in Jakarta continues to increase.

"COVID-19 is also the fact that it gives a little fear to our supervisors. Our supervisors are human. So, we cannot fully implement it, we have to work every day, from morning to evening, the fear is that he is tired plus fear," he continued.

As of Wednesday, April 22nd, the Jakarta Manpower and Transmigration Office and Energy have taken action against 433 companies or workplaces that did not comply with the rules during the PSBB period which began on April 10.

In detail, there are 313 companies that are exempted from being prohibited from operating, but they still have not implemented all health protocols such as implementing physical distancing, wearing masks, and so on. This company is given a warning or coaching.

Then, there are 68 workplaces that are not exempted but have operating permits from the Ministry of Industry because they are included in strategic industries but still have not implemented health protocols. This company is also given a warning or coaching.

As is known, the DKI Provincial Government has asked all office activities to implement a work from home system during the PSBB. The provincial government only allows 11 business sectors to continue operating.

The sectors that may operate include: health; foodstuffs; energy; communication and information technology; finance; logistics; hospitality; construction; strategic industry; basic services, public utilities, and industries designated as national vital objects and certain objects; as well as daily necessities. This is stated in Governor Regulation Number 33 of 2020 concerning Implementation of PSBB in Handling Covid-19 in Jakarta.
