JAKARTA - The Indonesian Anti-Corruption Society (MAKI) submitted a copy of the Decree (SK) of the Minister of Religion Number 130 of 2024 regarding the additional hajj quota to the Corruption Eradication Commission (KPK). "This decree is difficult to track down. In fact, the DPR's 2024 Hajj Special Committee failed to get it," MAKI Coordinator Boyamin Saiman told reporters in a written statement, Monday, August 11.

The decree, continued Boyamin, allegedly violated many provisions. Among them is the Hajj Implementation Law which regulates the special hajj quota of only 8 percent and a regular 92 percent.

The arrangement of this hajj quota must then be stated in the Regulation of the Minister of Religion which is broadcast on the state sheet after obtaining approval from the Minister of Law and Human Rights.

"So, it is clear that violations are made if the regulation of the hajj quota is only in the form of a Decree of the Minister of Religion which does not need to be stated on a state sheet and does not need the approval of the Minister of Law and Human Rights (Article 9 Paragraph 2 of Law Number 8 of 2019," said Boyamin.

Furthermore, Boyamin suspected that the decree was prepared by four people and carried out in a hurry. They are AD who at that time was a special staff of the Minister of Religion; FL (at that time echelon I officials at the Ministry of Religion); NS (at that time echelon II officials at the Ministry of Religion); and HD (elon IV-level employees at the Ministry of Religion).
