JAKARTA - The government continues to encourage the acceleration of the preparation of the Draft Law on Prisoner Transfers and Correctional Subjects (RUU TSP) as part of strategic steps to strengthen the legal basis for the transfer of prisoners between countries.
Secretary of the Coordinating Ministry for Law, Human Rights, Immigration and Corrections (Kemenko Kumham Imipas) Andika Dwi Prasetya revealed that the preparation of the TSP Bill had actually started in 2017, but due to various dynamics, the process was delayed and has now resumed on President Prabowo's orders.
"The TSP Bill has actually been very long, its initiator from the Ministry of Law and Human Rights in 2017 has been harmonized, but because of the issue of pending draft, it was returned. "There will be a ministerial level meeting on the division of roles. It can be everyone's thinking, so that each role will be presented by the Coordinating Minister to contribute," said Nofli.
Assistant Deputy for Coordination for the Establishment of Legislation and Litigation Regulations at the Coordinating Ministry for Human Rights, Imipas Fiqi Nana Kania, emphasized that the formation of the TSP Bill is a mandate from the Correctional Law and has been included in the medium-term national legislation program (prolegnas).
The drafting of the script will use academic documents compiled by the National Legal Development Agency (BPHN) in 2024.
"There are adjustments from the 2017 draft, from title to content, and there needs to be adjustments to international law," said Fiqi.
