JAKARTA - The government has officially started the preparation of the Phase I National Action Plan for the Advancement of Culture (RANPK) for the period 2025'2029. The kick off event was held at the Coordinating Ministry for Human Development and Culture's office on Thursday, July 3, attended by representatives of 37 ministries and institutions. RANPK will be a guide for cross-sector collaboration to drive culture as the foundation of national development.

The Secretary General of the Ministry of Culture, Bambang Wibawarta, emphasized that RANPK is not just a technology document. We are formulating the direction of civilization. Culture is not a development accessory, but its foundation," he said as quoted in a written statement Friday, July 4. Bambang emphasized that Law Number 5 of 2017 and Presidential Regulation Number 115 of 2024 requires the preparation of this strategic document so that culture is present in public policy.

He reminded that RANPK was born from the Basic Mind of Regional Culture which was synergized in national strategy. This forum is important so that our movements are in rhythm. RANPK is a bridge for the future that must answer digital disruption, climate change, and a value crisis," said Bambang.

Deputy of the Coordinating Ministry for Human Development and Culture, Warsito, emphasized the synergy of inter-ministerial policies. "Every ministry has a piece of Indonesia's vision. Let's unite it in the harmony of cultural policies based on the nation's identity," he said. Warsito also asked for an active commitment from all parties to support the inclusive preparation of the RANPK.

From Bappenas, Qurrota A'yun underlined the importance of concrete action. We have to expand innovative funding, including philanthropy. RANPK must not stop as a plan, but must actually answer people's needs," said Qurrota.

Cross-ministerial discussions are running dynamically. Echelon I and II officials were present, including the Director General of Cultural Protection, Restu Gunawan, and Expert Staff of the Ministry of PPPA, Indra Gunawan. Each K/L is asked to map the RANPK support program so that it is integrated with their respective strategic plans.

As a sign of joint commitment, Deputy Warsito, Secretary General Bambang, and Qurrota A'yun launched the symbolic RANPK with the laying of their palms on the LED screen. The preparation process is targeted to be completed in five months.

Bambang hopes that the preparation of the RANPK will create a strong, open and competitive cultural ecosystem. We want Indonesia to have character, culture, and be sovereign in world civilization," he concluded.
