JAKARTA - The National Human Rights Commission (Komnas HAM) has asked the Indonesian National Army (TNI) to consider permanently closing the location of the ammunition destruction activity in Sagara Village, Cibalong District, Garut Regency.

Komnas HAM member Uli Parulian Sihombing said the location for the destruction of ammunition was in a natural resource conservation area based on a 4-hectare Forest Land Use Permit, by borrowing and using in 1986 by the Minister of Forestry.

"Actually, there has been a suggestion that the location of the TNI's fire ammunition explosion be moved to another location and the land is returned to its function as a conservation area," Uli said in a press conference reported by ANTARA, Friday, May 23.

If it is not closed, Komnas HAm is worried that other ecosystems in the conservation area can be disrupted, especially after the explosion that occurred some time ago.

On the other hand, Komnas HAM also asked the Ministry of Environment and Forestry (LHK) to evaluate the granting of loan permits for conservation locations in Leuweung Sancang for ammunition destruction activities.

Uli hopes that the function of the location of the ammunition explosion can be returned as a conservation area managed with the support or involvement of the community.

Not only in conservation areas, Komnas HAM also found the location of the destruction of ammunition quite close to residential areas.

The reason, he said, was that the routine of destroying the TNI's fuel ammunition in Cibalong District, Garut Regency had an impact on vibrations that reached a radius of 2 kilometers to 3 kilometers, causing damage to the windows of houses, especially those made of glass elements.

In the first wave of destruction activity, it was stated that there was damage to two houses and one mosque dome, while during the second wave of destruction, there was a glass window damage from six units of residents' houses.

"The crime was that the damage was immediately recorded and compensated by the TNI," he said.

In addition, Uli explained that the routine of destroying ammunition so far often causes some children to experience fear every time they hear the bangs and vibrations as a result of the destruction of the fire ammunition.

That way, the TNI Commander is expected to take overall evaluation steps related to the selection of locations for the destruction of fuel ammunition from various locations that have a high risk to the safety of civilians (civil settlements) as well as the sustainability and balance of the environmental ecosystem (conserving areas).

The explosion in Sagara Village, Cibalong District, Garut Regency, West Java, Monday (12/5), at 09.30 WIB, occurred when the Indonesian Army (AD) destroyed ammunition by the TNI AD Equipment Center III Ammunition Center.

The explosion resulted in 13 deaths, four of whom were members of the TNI and seven other civilian victims.
