Apart From DKPP, DPR Also Has Opportunity To Evaluate Bawaslu

JAKARTA - Deputy Speaker of the Indonesian House of Representatives, Adies Kadir, said that his party also has the opportunity to evaluate the Election Supervisory Body (Bawaslu) due to the 2024 Pilkada Re-voting (PSU) in 24 regions.

The opportunity follows an evaluation of the Election Organizers Honorary Council (DKPP) by Commission II of the DPR RI behind closed doors, on Tuesday 11 February.

"Maybe later it will not only be DKPP, Bawaslu may also need to be given a recommendation evaluation," said Adies at the Senayan Parliament Complex, Central Jakarta, Thursday, March 6.

According to Adies, Bawaslu should have been able to supervise the alleged violation of the election participants, so that there were not many violations decided by the Constitutional Court.

"Bawaslu is also a lot in the regions, so what does Bawaslu do to supervise when almost 150 are suddenly ordered by the Constitutional Court," he said.

Adies assessed that there would be no fraud that would result in the 2024 Pilkada PSU if the election organizers, both DKPP, Bawaslu and the General Election Commission (KPU) themselves carried out their duties properly.

"So this may be the beginning of the DKPP, hopefully in the future the general election system can be better and we will also see the Constitutional Court's decision, it has not been discussed about election issues, yes, about engineering engineering and so on," concluded Adies.

Previously, Deputy Chairman of Commission II of the Indonesian House of Representatives, Zulfikar Arse Sadikin, reported 10 evaluation results of the Honorary Council of Election Organizers (DKPP), at the 14th Plenary Meeting of the second trial period for the 2024-2025 session.

Commission II of the DPR provides various important notes regarding the report on the evaluation of the performance of the DKPP leadership for the 2022-2027 period.

The following are 10 results of the DKPP evaluation report for the 2022-2027 period:

1. Commission II of the DPR RI encourages DKPP to improve and improve human resources (HR) and improve DKPP's internal conditions in terms of competence, integrity, and capacity by conducting periodic training, certification, and member recruitment based on stricter qualifications.

2. Commission II of the DPR RI encourages DKPP to improve performance, especially in terms of accelerating case settlement, complaints, reporting related to the ethics of election organizers that have accumulated in DKPP in 2024 and 2025.

Based on DKPP data, the number of complaints from 2024 to January 31, 2025 was 881 complaints with details of 790 complaints in 2024 and 91 complaints as of January 31, 2025.

"From this data, what has just been decided in 2024 is 217 complaints. So there are still many complaints that have not been resolved in 2024 and 2025," said Zulfikar.

3. Commission II of the DPR RI encourages DKPP to continue to uphold independence and neutrality in carrying out its duties and functions as guardians of the ethics dignity of election organizers.

"DKPP must be completely independent of political influence, group interests, or external parties. DKPP must create a more stringent mechanism to prevent conflicts of interest and ensure the neutrality of members," he said.

4. Commission II of the DPR RI encourages DKPP so that the DKPP decision-making process is open and accessible to the public. DKPP needs to increase the publication of the verdict on performance reports and trial processes openly, including through digital platforms.

5. Commission II of the DPR RI encourages enforcement of the code of ethics in this case to encourage DKPP to ensure that the sanctions given are effective in creating a deterrent effect, ensuring consistency in its implementation, and preventing similar violations in the future.

6. Commission II of the DPR RI encourages every DKPP decision in dealing with ethical issues, election organizers really have a real impact and results on the fulfillment of election administration integrity. DKPP must have clear and measurable performance indicators to assess performance success.

7. Commission II of the DPR RI encourages DKPP to involve institutions and institutional participation in the process of supervising and evaluating the performance of the DKPP in the future, by making more inclusive mechanisms for institutional participation such as consultation forums or online complaint forms.

8. Commission II of the DPR RI encourages DKPP to strengthen synergies with related institutions such as KPU, Bawaslu and law enforcement to ensure more effective ethical enforcement.

9. Commission II of the DPR RI encourages DKPP pro to be active in preventing ethical violations before they occur by educating election organizers about the code of ethics, and increasing preventive supervision.

10. Encourage DKPP RI to maximize the system for receiving complaints via electronics, call centers and emails rather than coming directly to the DKPP RI office.
