Corruption Of IDR 0 DP House Land Purchase, DKI DPRD Admits It Cannot Supervise BUMD Work

JAKARTA - Chairman of the PDIP Faction at the DKI Jakarta Regional House of Representatives (DPRD DKI), Gembong Warsono, admitted that his party, as a legislative member, cannot fully supervise the work of the DKI Jakarta Regional-Owned Enterprises (BUMD).

This is related to the alleged corruption of Perumda Pembangunan Sarana Jaya (BUMD) Director Yoory C. Pintonoan in the purchase of land for a IDR 0 DP house of in Pondok Ranggon, Cipayung, East Jakarta.

"Yes, if it is a BUMD, our hands are limited. If we talk about BUMD, when they buy an asset it is a separated asset. So, the board's supervision is relatively limited," said Gembong when contacted, Monday, March 8.

According to Gembong, the purchase of assets in the BUMD work program is different from regional work units (SKPD) such as agencies. The work process of SKPD, said Gembong, is easily supervised by members of the council.

"BUMD is different from SKPD. So, we always criticize the assignment patterns given to SKPD. That's what I always say, there are indications of smuggling policies," said Gembong.

Furthermore, Gembong assessed that the housing ownership program for residents who are the mainstay of DKI Governor Anies Baswedan is indeed problematic.

"From the beginning, the zero Down Payment was problematic. But now (Yoory's case) is in legal proceedings. Yes, we will submit it to the legal process," he said.

According to Gembong, during Anies' more than three years of leadership, this program did not go well. The realization of new housing was built in one location in the Pondok Kelapa area, East Jakarta.

Then, as of November 9, 2020, the DKI Jakarta Provincial Government has just distributed home ownership credit (KPR) for the IDR 0 DP house program to 514 registered residents.

In fact, the target number of IDR 0 DP houses that must be built during the leadership of DKI Jakarta Governor Anies Baswedan is 232,214 units. In fact, the number of applicants for the IDR 0 DP house is quite high. Unfortunately, many applicants do not pass the verification.

"Since the beginning, we have always said that the zero rupiah DP program is difficult to implement in the field. Why is it difficult? Because it involves regulations. This zero DP is not a single policy. Not only the governor's policy but there are others. Banking for example," said Gembong.

"Now, the issue has led to legal issues over the purchase of the land. Yes, we comply and obey the legal process," he continued.
