KPK Says Procurement Of AW-101 Helicopters Has Stopped Due To Economic Conditions In 2015

JAKARTA - The Corruption Eradication Commission (KPK) revealed that the implementation of the AW-101 helicopter procurement carried out by the Indonesian Air Force (AU) had stopped. The reason is because of economic conditions in 2015.

This was conveyed by KPK Chair Firli Bahuri when revealing the construction of the alleged corruption that ensnared the Director of PT Diratama Jaya Mandiri and controller of PT Karsa Cipta Gemilang, Irfan Kurnia Saleh alias Jhon Irfan Kenway today, Tuesday, May 24.

Initially, Firli revealed that this case began in 2015 when Irfan and Lorenzo Pariani, who was an employee of the Agusta Westland company, met with Mohammad Syafei, who at that time served as Assistant for Planning and Budgeting for the Indonesian Air Force. The meeting was held in the Cilangkap area, East Jakarta.

From the meeting, it was finally discussed about the implementation of the procurement of the AW-101 VIP or VVIP TNI AU helicopters.

As an agent, Irfan then gave a proposal by including the price of one helicopter unit reaching 56.4 million US dollars.

"Where the purchase price agreed by IKS with the AW for one AW-101 helicopter is only US$39.3 million equivalent to Rp514.5 billion," Firli explained at a press conference at the KPK's Red and White Building, Kuningan Persada, Jakarta. South Tuesday, May 24.

Then, at the end of 2015, the procurement committee summoned Irfan and directly appointed his company as the winner of the project. However, this project was postponed.

"There is a government directive to postpone this procurement due to considerations of national economic conditions," he said.

However, this delay ended in 2016. At that time, the procurement of the AW-101 helicopter was continued with a contract value of Rp. 738.9 billion and the auction method was through a special election which was only participated by two companies.

"In this auction stage, the auction committee is suspected of still involving and entrusting IKS in calculating the HPS (Self Estimated Price) value of the work contract," said Firli.

Furthermore, Firli said, Irfan was actively communicating and having special discussions with the official commitment maker (PPK) named Fachri Adamy. Later, he was also suspected of setting up two of his own companies which were later approved.

Not only that, allegations of fraud also arose because Irfan received a payment of 100 percent of the contract value. In fact, there are several types of work that do not match specifications.

"Among them, the cargo door is not installed and the number of seats is different," Firli explained.

In this case, Irfan is suspected of causing state financial losses of around Rp. 224 billion from the contract value of Rp. 738.9 billion. He was then detained for 20 days until June 12 at the KPK Detention Center at the KPK Red and White Building.

Irfan is suspected of violating Article 2 paragraph 1 or Article 3 of the Corruption Eradication Law (UU Tipikor) in conjunction with Article 55 paragraph 1 1 of the Criminal Code.
