Firli Bahuri Makes New Rules, Ganjal Novel Baswedan And Friends?

JAKARTA - The Corruption Eradication Commission (KPK) has issued a new regulation on staffing. The regulation states that an employee who has been honorably dismissed but not at his request cannot become an employee of the anti-corruption commission.

Could this rule hinder former KPK employees Novel Baswedan et al? Moreover, they often stated that they wanted to return to fight in the institution even though they had been dismissed after failing to become a State Civil Apparatus (ASN).

Through Commission Regulation (Perkom) Number 1 of 2022, the anti-corruption commission regulates staffing in its institutions. This regulation was signed by KPK Chairman Firli Bahuri on 27 January.

In Article 3 Paragraph 1 Perkom Number 1 of 2022 it is stated that Commission Employees consist of Civil Servants and Government Employees with Work Agreements (PPK). Meanwhile in Paragraph 2 it is stated that the KPK can request and accept assignments from civil servants of other institutions or members of the National Police.

However, they can't just walk in. Civil servants and members of the Police must take part in the selection first.

This is regulated in Article 11 which reads as follows:

In an effort to meet the qualifications for position requirements, civil servants and members of the Indonesian National Police as referred to in Article 3 paragraph (2) are required to take part in the selection with the following conditions:

Not in the process of being investigated and not undergoing disciplinary and/or ethical punishment within the last 1 (one) year. Never been dismissed with honor, not at his own request or dishonorably as a civil servant, Indonesian National Army soldier, member of the Indonesian National Police, Commission employee or dishonorably dismissed as a private employee. Obtained permission from the head of the parent agency, and was declared to have passed the selection.

The selection referred to in the article consists of two parts, namely the administrative selection stage and the competency selection stage.

"Includes personal characteristics, general intelligence, and national insight," the regulation was quoted as saying.

For information, Novel Baswedan and others who are now joining the National Police have stated that they want to return to the KPK. This former senior investigator joined the Bhayangkara Corps because he and 43 former employees were honorably dismissed.

The dismissal occurred because he failed to pass the National Insight Test Assessment (TWK) so he could not be appointed as ASN.

"Basically, one day, I wish that my friends and colleagues who have extraordinary enthusiasm and competence and have high integrity that have been shown so far can return to the KPK," Novel said on Tuesday, December 7. before being appointed.

Yudi Purnomo, the former chairman of the KPK Employee Association, also expressed a similar desire. "I myself am committed that one day after I serve in the police, I must return to the KPK," said Yudi.

Likewise, Giri Suprapdiono, former Director of Anti-Corruption Campaign and Socialization of the KPK, hopes to return to return the KPK's money.

According to Giri, joining the National Police is one way for them to return to the KPK by doing their best in the Police first.

"Hopefully we can return to the KPK someday if the conditions allow," said Giri.
