Latest Instruction Of The Minister Of Home Affairs As Of 2 November For The Adjustment Of The Java-Bali PPKM
JAKARTA - Minister of Home Affairs (Mendagri) Tito Karnavian has again issued the latest instructions regarding the implementation of restrictions on community activities (PPKM) for the Java and Bali regions.
Minister of Home Affairs Tito Karnavian in the Instruction of the Minister of Home Affairs (Inmendagri) Number 57/2021 explained that the instructions were issued following up on the directives of the President of the Republic of Indonesia who instructed him to implement PPKM levels 3, 2, and 1 COVID-19 in the Java and Bali regions.
"In accordance with the criteria for the level of the pandemic situation based on an assessment and to complete the implementation of PPKM which optimizes the COVID-19 Handling Post at the village and sub-district levels to control the spread of COVID 19," the Ministry of Home Affairs wrote as quoted by Antara, Tuesday, November 2.
In the first instruction for governors in Java-Bali, it regulates a number of regions, namely regencies and cities with zones of level 1 to level 3.
The second instruction, namely the determination of the regional level based on the indicators for adjusting public health efforts and social restrictions in dealing with the COVID-19 pandemic set by the Minister of Health (Menkes).
Then, it is added with indicators of total achievement of dose 1 vaccination and dose 1 vaccination for seniors over 60 years of age from the vaccination target with conditions.
Decrease in district and city levels from level 3 to level 2, with indicators of total achievement of dose 1 vaccination at a minimum of 50 percent and attainment of dose 1 vaccination for seniors over 60 years of at least 40 percent.
Then, the reduction at the district/city level from level 2 to level 1, with a minimum total achievement of dose 1 vaccination of 70 percent and a minimum of 60 percent of achieving dose 1 vaccination for seniors over 60 years of age.
Based on this level, the Ministry of Home Affairs regulates adjustments to restrictions on community activities, such as teaching and learning activities. Areas with levels 3, 2, and 1 implementation of learning in education units can be done through limited face-to-face learning and/or distance learning.
Maximum capacityBased on a joint ministerial decision, education units that carry out face-to-face learning are limited to a maximum capacity of 50 percent.
Except for SDLB, MILB, SMPLB, SMALB, and MALB a maximum of 62-100 percent by maintaining a minimum distance of 1.5 meters. Then, PAUD is a maximum of 33 percent by maintaining a minimum distance of 1.5 meters and a maximum of 5 students per class.
Then, for the implementation of non-essential sector activities for level 3 regions, a 25 percent WFO is applied for employees who have been vaccinated and are required to use the PeduliLindung application at the entrance and exit of the workplace.
Meanwhile, the level 2 area for implementing activities in the non-essential sector applies 50 percent and the level 1 area can apply 75 percent WFO.
For supermarkets, hypermarkets, traditional markets, grocery stores, and supermarkets in level 3 areas that sell daily necessities, operating hours are limited to 21.00 local time with a capacity of 50 percent of visitors.
Meanwhile, areas with level 2 can operate with 75 percent visitor capacity and level 1 areas with 100 percent provisions. Supermarkets and hypermarkets are required to use the PeduliLindung application which has been started since September 14, 2021.
Places of worship, mosques, prayer rooms, churches, temples, temples, pagodas, and other places that function as places of worship can hold congregational religious worship activities.
Apply procesWith the provisions, during the implementation period of PPKM level 3 with a maximum of 50 percent capacity or 50 people by implementing more stringent health protocols by taking into account the technical provisions of the Ministry of Religion.
Meanwhile, regions that apply PPKM level 2, with a maximum of 75 percent capacity or 75 people. Then regions with level 1 can apply conditions of a maximum of 75 percent capacity with more stringent health protocols.
Next, for regional trips with levels 3, 2, and 1, both apply the provisions of showing the vaccine card and showing the antigen (H-1).
For travelers who have been vaccinated twice or PCR (H-3), for travelers who have just been vaccinated once, for aircraft transportation modes that enter/leave the Java and Bali regions.

Indicates antigen (H-1) for private car, motorcycle, bus, train, and marine transportation modes.
Furthermore, the provisions for the implementation of wedding receptions at level 3 areas can be held with a maximum of 25 percent of the room capacity and do not hold meals on the spot.
Then for areas with level 2 status, the provisions for the implementation of wedding receptions can be held with a maximum of 50 percent, while at level 1 it can be with a maximum of 75 percent of room capacity.
Inmendagri 57/2021 also regulates entry restrictions for international passenger travel. The condition is that air entry is only through Soekarno Hatta Airport, Ngurah Rai, Hang Nadim, Raja Haji Fisabilillah, and Sam Ratulangi.
The entrance via sea transportation in the Province of Bali and the Province of the Riau Islands can use a cruise ship (cruise) and a sailing ship (yacht). Technical arrangements related to the implementation of the provisions referred to and during the transition period will be further regulated by the Ministry of Transportation, the COVID-19 Task Force, and related ministries.
This Ministerial Instruction 57/2021 comes into force on Tuesday 2 November to 15 November 2021.
