Enforcement Of Regional Regulations That Make These Clowns No Longer Funny In The Eyes Of Satpol PP
JAKARTA - Three buskers with clown characters were arrested by the Menteng Sub-district PP Satpol while making a fortune in the Megaria area, Jalan Pegangsaan Timur, Menteng District, Central Jakarta.
The Head of Menteng Sub-district PP Headquarters, Hendra said, the presence of the clown disturbs the Public Order (Trantibum) Regional Regulation (Perda) number: 8 of 2007 because it is on a public road.
"The three clowns who were caught were then brought to the Menteng District office to be recorded and nurtured," he said when contacted, Friday, October 15.
When recorded by Satpol PP officers, three of the clowns turned out to be students.
"I wear this clown costume for singing, the results are for daily snacks," said one of the clowns who were caught.
Hendra said that the three buskers in clown costumes were residents of the Menteng area and residents of the Senen area. They rented the clown costume for Rp. 20 thousand a day to sing on the street.
"The identity of the student buskers in clown costumes is still a child, the goal is to earn pocket money. Meanwhile, two other buskers in clown costumes admit that it is difficult to get a decent job, so they are forced to become clowns to make a living," explained Hendra.
According to the confession of two adult buskers dressed as clowns, they were forced to sing to buy milk and pampers for their children.
While the confession of one adult busker of another clown character, he was forced to become a clown because of the difficulty of getting a job during the COVID-19 pandemic.
"Just recently (operation) that's why we arrested them, if in us (Menteng) every time someone comes up, we respond immediately. We are still active in the orderly operation of masks, then we see they are at a red light and we take action," he said.
After collecting data and making a statement so as not to repeat their actions, the three clowns were returned to their respective families.
"Because it's still a pandemic period, we give a statement on stamp duty so that it doesn't happen again. If you do it again, we will send it to the Social Service for guidance," concluded the Head of the Menteng Sub-district Satpol PP, Central Jakarta.
