Anies Issues Gubernatorial Decree, Here Are The Regulations For Level 3 PPKM In Jakarta Until October 18

JAKARTA - DKI Jakarta Governor Anies Baswedan issued Governor Decree No. 1182 of 2021 concerning the Implementation of Level 3 Restrictions on Community Activities for Corona Virus Disease 2019.

This policy is also a follow-up to the implementation of the Instruction of the Minister of Home Affairs Number 47 of 2021 concerning the Implementation of Restrictions on Community Activities Level 4, Level 3, Level 2, and Level 1 Corona Virus Disease 2019 in the Java and Bali Regions.

There are also types of restrictions applied in the extension of PPKM Level 3 as follows:

1. Activities at the workplace/office- Non-essential sector: 25 percent work from office (WFO) applies for employees who have been vaccinated and are required to use the PeduliLindung application at entry and exit points of the workplace- Essential sectors: a. Finance and banking only covers insurance, banks, pawnshops, futures exchanges, pension funds, and financial institutions that are oriented to physical services with customers; , and 25 percent for office administration services to support operations and with the implementation of health protocols more strictly; b. Capital market (which is service oriented with customers and the capital market operations are running well); c. Information and communication technology includes cellular operators, data centers, internet, postal services, media related to the dissemination of information to the public; strict; d. Non-quarantine handling hotels: - For letter (d) can operate with stricter application of health protocols with the following conditions: (a) Mandatory use of PeduliLindung application to screen all employees and visitors; (b) Maximum capacity of 50 percent and only visitors with green and yellow categories in the PeduliLindung application who are allowed to enter; (c) Fitness center/gym facilities, meeting rooms/meeting rooms/meeting rooms, and large-capacity meeting rooms/ballrooms are allowed to open using the PeduliLindung application and a maximum capacity of 50 percent , as well as the provision of food and beverages in the meeting room facilities/meeting room/meeting room and large-capacity meeting room/ballroom served in boxes and no buffet dishes; and (d) Visitors under the age of 12 years must show a negative antigen (H-1)/PCR (H-2) result. e. Export-oriented and supporting industries where the company must show proof of sample documents for Export Declaration of Goods (PEB) for the last 12 months or other documents showing export plans and are required to have an Operational Permit and Mobility of Industrial Activities (IOMKI) with due regard to technical arrangements from the Ministry of Industry RI.- For letter (e) can operate with stricter application of health protocols with the following conditions: (a) can only operate with shift arrangements with a maximum capacity of 50 percent of staff only in production facilities/factories; (b) 10 percent for office administration services to support operations, (c) using the PeduliLindung application for entry and exit arrangements; and (d) employees are not fed at the same time.- Essential sectors in the government sector: Following the technical provisions issued by the Ministry of Empowerment of State Apparatus and Bureaucratic Reform of the Republic of Indonesia;- Critical sectors: a. health; b. security and order; c. disaster management; d. energy; e. logistics, postal, transportation, and distribution especially for the basic needs of the community; f. food and drink and their supporting equipment, including for livestock/pets; g. fertilizers and petrochemicals; h. cement and building materials; i. national vital object, j. national strategic projects; k. construction (public infrastructure including telecommunications and broadcasting infrastructure); and l. basic utilities (electricity, water, and waste management);1. For letters (a) and (b) 100% (one hundred percent) staff can operate without exceptions and with stricter implementation of health protocols;2. For letters (c) to (l) can operate 100 percent of the maximum staff, only in production/construction facilities/services to the community and for office services to support operations, a maximum of 25 percent of staff is applied;3. Companies included in the sector in letter (d), (e), (f), (g), (h), (k), (l) are required to use the PeduliLindung application to screen all employees and visitors who enter the production/construction/service facilities and office administration areas; 4. Companies that are included in the sector category according to letter (c) are required to obtain a recommendation from the technical ministry of sector development before being able to gain access to use PeduliLindung.

2. Teaching and learning activities

- Education units: Implementation of learning in education units can be done through limited face-to-face learning and/or distance learning based on the Joint Decree of the Minister of Education and Culture, Minister of Religion, Minister of Health and Minister of Home Affairs Number 03/KB/2021, Number 384 of 2021 , Number HK.01.08/MENKES/4242/2021, Number 440-717 of 2021 regarding guidelines for the implementation of learning during the Corona Virus Disease 2019 (COVID-19) pandemic and for Education units that carry out face-to-face learning is limited to a maximum capacity of 50 percent , except for:(a). SDLB, MILB, SMPLB, SMALB, and MALB a maximum of 62 percent to 100 percent by maintaining a minimum distance of 1.5 meters and a maximum of 5 students per class; and(b). PAUD is a maximum of 33 percent by maintaining a minimum distance of 1.5 meters and a maximum of 5 students per class.

3. Activities in the daily necessities sector

a. Supermarkets, hypermarkets, traditional markets, grocery stores, and supermarkets that sell daily necessities: - Operational hours are limited to 21.00 WIB with a capacity of 50 percent of visitors, and with stricter implementation of health protocols, especially for wholesale markets can operate according to operating hours;- Supermarkets and hypermarkets are required to use the PeduliLindung application starting September 14, 2021.b. Pharmacies and drug stores: Can be open for 24 (twenty four) hours, with stricter implementation of health protocols. c. People's markets that sell non-daily necessities: Can operate with a maximum capacity of 50 percent, and operating hours are limited to 17.00 WIB, with stricter implementation of health protocols.d. Street vendors, grocery stores, voucher agents/outlets, barbershops/barbershops, laundry, hawkers, small workshops, vehicle washes and others like: Allowed to open and operating hours until 21.00 WIB with stricter health protocol implementation .

4. Eating/drinking activities in public places

(a) Food stalls/warteg, street vendors, hawker stalls and the like: Allowed to open and receive dine-in until 21.00 WIB with maximum visitors eating 50 percent of capacity and maximum meal time 60 minutes with the implementation of protocols (b) Restaurants/restaurants, cafes with locations located in buildings/shops or open areas either in separate locations or located in shopping centers/malls: - Allowed to open with the following conditions: a. Can receive dine-in with operating hours up to 21.00 WIB and with the implementation of strict health protocols; b. Maximum capacity of 50 percent; c. 1 (one) table maximum of 2 (two) people. Maximum feeding time 60 minutes; dane. It is mandatory to use the PeduliLindung application to screen all visitors and employees.

(c) Restaurants/restaurants, cafes with operating hours starting at night:- Can operate with the following conditions:(a). Can receive dine-in with operating hours at 18.00 WIB to a maximum at 00.00 WIB and with the application of strict health protocols; (b). Maximum capacity of 25 percent; (c). 1 table maximum of 2 people;(d). Maximum feeding time 60 minutes; and(e). It is mandatory to use the PeduliLindung application to screen all visitors and employees.

5. Activities at shopping centers/malls/trade centers:

- Shopping center/mall/trade center:1. Maximum capacity of 50 percent and operating hours until 21.00 WIB with due observance of the provisions in number (3) letter (a) and number (4) letter (b) and carried out with the health protocol regulated by the Ministry of Trade of the Republic of Indonesia;2. Mandatory to use the PeduliLindung application to screen all visitors and employees of related shopping centers/malls/trade centers;3. Residents under the age of 12 years must be accompanied by parents to enter shopping centers/malls/trade centers; Children's playgrounds and entertainment venues in shopping centers/malls/trade centers are closed; 5. Cinemas can operate with a trial of health protocols with the following conditions: a). It is mandatory to use the PeduliLindung application to screen all visitors and employees; b). Maximum capacity is 50 percent and only visitors with green and yellow categories in Care to Protect may enter; c). Visitors who are less than 12 years old are not allowed to enter; d). Restaurants/restaurants and cafes within the cinema area are permitted to accept dine-in with a maximum capacity of 50 percent and a maximum meal time of 60 minutes; dane). 6. Construction Activities

- Construction sites for public infrastructure (construction sites and project sites): Operates 100 percent with operating hours and capacity settings, with stricter implementation of health protocols. more stringent.

7. Worship activities - Places of worship (mosques, prayer rooms, churches, temples, temples and pagodas and other places that function as places of worship): Can hold congregational worship/religious activities during the PPKM Level 3 period with a maximum of 50 percent capacity or 50 people with implement health protocols more strictly and pay attention to technical arrangements from the Ministry of Religion of the Republic of Indonesia.

8. Activities at health service facilities

- Health care facilities: Operating percent, with stricter implementation of health protocols.

9. Activities in public areas and other places that can cause crowds

- Public facilities (public areas, public parks, public tourist attractions and other public areas): Temporarily closed - Certain tourist attractions: Conducted health protocol trials, with the following conditions: (a) Following the health protocols regulated by the Ministry of Tourism and Economy Creative RI, and the Indonesian Ministry of Health; (b) Operational hours are up to 21.00 WIB; (c) Must use the PeduliLindung application to screen all visitors and employees; (d) Children under the age of 12 are prohibited from entering tourist attractions carried out this trial; (e) The list of tourist attractions participating in this trial is determined by the Ministry of Tourism and Creative Economy of the Republic of Indonesia; and (f) Odd-even application along the road to and from tourist sites from Friday at 12.00 WIB to Sunday at 18.00 WIB. more stringently.- Locations for arts, culture, and social activities that can cause crowds and crowds: Temporarily closed.- Sports facilities:1. Specifically for fitness/gym facilities, a health protocol trial will be carried out with the following conditions: (a) Operational hours until 21.00 WIB; (b) 25 percent of the maximum capacity with the implementation of stricter health protocols; (c) Must follow the health protocol regulated by the Ministry of Health; and (d) must use the PeduliLindung application to screen all visitors and employees

3. Outdoor sports facilities can operate with the following conditions: (a) Operational hours are up to 21.00 WIB, without spectators with stricter implementation of health protocols; (b) carried out in open spaces (outdoors) either individually or in small groups. a maximum of 4 people, does not involve physical contact with other people and does not routinely require close individual interaction, can be implemented with the implementation of strict health protocols; and (c) sports facilities in open spaces are permitted to be opened with 50 percent of the maximum capacity of people.

4. Masks must be used during sports activities, except for sports activities that require removing the mask, such as swimming. For sports activities that require removing the mask, the mask can only be removed when carrying out sports activities. Temperature checks are carried out on everyone who enters the sports facilities6. restaurants/restaurants and cafes within sports facilities are permitted to accept dine-in with a maximum capacity of 50 percent and a maximum meal time of 60 minutes.7. supporting facilities such as lockers, VIP rooms and bathrooms are not permitted to be used except for toilet access8. users of sports facilities are not allowed to gather before or after sports activities and must maintain a distance9. screening for visitors at sports facilities must use the PeduliLindungi10 application. Sports facilities that violate health protocols will be subject to sanctions in the form of temporary closures.

10. Activities on transportation modes- Public transportation, mass transportation, taxis (conventional and online) and rental/rental vehicles: Maximum passengers 50 percent of capacity, with stricter implementation of health protocols;- Ojek (online and base): Application of protocols health more closely.
