The Ancol Reclamation Perda Will Be Discussed, These Are The Points To Be Explored
JAKARTA - Member of Commission B DPRD DKI Gilbert Simanjuntak said there were a number of things that were noted in the revision of the DKI Regional Regulation (Perda) Number 1 of 2014 concerning Detailed Spatial Planning (RDTR) and Zoning.
Perda 1/2014 is included in the draft priority perda (raperda) to be discussed this year. Later, this Perda will also cover the legal basis regarding the Ancol reclamation which is currently at issue.
"If Ancol reclamation is included in Perda 1/2014, there are three things that need to be questioned, namely the division of 5 percent land belonging to DKI, what is the use of it, then environmental impact studies," said Gilbert when contacted by VOI, July 21.
The division of the reclaimed land becomes a problem because DKI only gets 5 percent of the reclaimed land for K Island in Dunia Fantasi (Dufan) which covers 35 hectares and L Island which covers 120 hectares in East Ancol.
The remaining 95 percent of the reclaimed land will be held and managed by PT Pembangunan Jaya Ancol as a Regional-Owned Enterprise (BUMD) DKI.
"Why is the division of the land 5 percent? This is a problem. Because, in the previous Jakarta Bay reclamation, the distribution of land belonging to DKI was reduced to 5 percent from 15 percent to 5 percent and it is questionable, some DPRD members have even been imprisoned for 'playing' there," he said. he.
What is worrying about this distribution scheme is that Ancol is selling land to the private sector. In fact, no government-owned land is allowed to be traded.
Then, about allotment. In the explanation from the DKI Provincial Government, the reclamation land will be used to build recreational facilities, including the Bird Park, the Floating Mosque, the Symphony of the Sea, the New Resto, and the eastern roundabout pedestrian. This facility will begin construction in 2021.
In addition, Dufan Hotel, Symphony of The Sea phase 3 (East Roundabout to dolphins) and stage 4 (dolphins to fantasy world) will also be built which are targeted to be built in 2022. Then, there is Ancol Residence starting to be built in 2021 until 2024 and Ocean Fantasy built from 2021 to 2023.
Seeing the various plans for the new vehicle, Gilbert said that the DKI DPRD Commission B did not want the reclamation to be just a land for taking advantage of Ancol as a company.
"Until now, there is no description that it is for the public interest, but more for the benefit of the company. It's okay to build public recreation. But if it is paid, that's in the company's interest, while we want a beach that is open to the public," Gilbert explained.
Another thing that is noted by Gilbert is the matter of environmental impact analysis (AMDAL) which may occur after the construction of the Ancol reclamation.
"The environmental impact has not been studied, there are many problems. If the AMDAL is problematic, it is not certain (reclamation) is approved. So, it needs deep thinking because the initial was not made as a sample, but as a study," he said.
