Issue Presidential Decree, Jokowi Forms Committee For Handling COVID-19 And PEN And Disbands 18 Institutions

JAKARTA - Through Presidential Regulation (Perpres) Number 82/2020 which was signed on Monday, July 20, President Joko Widodo (Jokowi) formed the Committee for Handling COVID-19 and National Economic Recovery (PEN) which at the same time dissolved 18 institutions previously referred to as efforts to save budget and efficiency.

This committee has three parts, all of which are directly responsible to President Jokowi. The three sections are the Policy Committee, the Task Force for Handling COVID-19, and the National Economic Recovery and Transformation Task Force.

Ministers serving on the Policy Committee are Coordinating Minister for the Economy Airlangga Hartarto along with six representatives namely Coordinating Minister for Maritime Affairs and Investment Luhut Binsar Pandjaitan, Coordinating Minister for Political, Legal and Security Affairs Mahfud MD, Coordinating Minister for PMK Muhadjir Effendy, Minister of Finance Sri Mulyani, Minister of Health Terawan Agus Putranto, and Minister of Home Affairs Tito Karnavian. This committee also has a Chief Executive of the Policy Committee which is held by Minister of BUMN Erick Thohir.

Furthermore, the Task Force for Handling COVID-19 is chaired by the Head of the National Disaster Management Agency (BNPB) Doni Monardo and the National Economic Recovery and Transformation Task Force led by Deputy Minister of BUMN, Budi Gunadi Sadikin.

Based on the Presidential Decree, the Committee for Handling COVID-19 and National Economic Recovery has a different task. The Policy Committee has a duty to formulate strategic policy recommendations to the President to accelerate the handling of the COVID-19 pandemic in Indonesia and economic recovery.

Then, this committee is also tasked with integrating all existing breakthroughs and evaluating all policies related to handling COVID-19 and its economic recovery.

The COVID-19 Handling Task Force has the task of implementing policies related to handling COVID-19 and is required to solve problems in implementing strategic policies appropriately, supervising policies related to handling COVID-19, and determining the steps needed to handle the pandemic.

Finally, the National Economic Recovery and Transformation Task Force has the task of implementing and controlling policies related to economic recovery. This task force is also tasked with resolving problems in implementing strategic policies related to economic recovery, supervising policies on economic recovery, and establishing and implementing the necessary steps in national economic recovery.

To carry out its duties, this committee is required to involve ministries, agencies, agencies, local governments, business entities, experts, and other parties as needed.

Furthermore, regional heads such as governors and regents / mayors were then assigned to form the COVID-19 Handling Task Force according to the recommendation of the Chairperson of the COVID-19 Handling Task Force. Until the new task force is formed, the Task Force for the Acceleration of Handling COVID-19 at the central and regional levels will continue to work as usual.

This is regulated in Article 20 of Presidential Decree 82/2020 which reads:

"The implementation of the tasks and functions of the Task Force for the Acceleration of Handling of COVID-19 and the Task Force for the Acceleration of Handling of COVID-19 in the Region will then be carried out by the Policy Committee and / or the Task Force for Handling COVID-19 / Task Force for Handling Regional COVID-19 in accordance with their respective duties and authorities. as regulated in this Presidential Regulation. "

Through the same regulation, President Jokowi then disbanded 18 state institutions whose formation was regulated by a Presidential Decree and Presidential Decree (Keppres). This is regulated in Article 19 paragraph 1 of Perpres 82/2020. The institutions that are dissolved are:
