Long List Of Bills That The DPR Must Complete In 2020
JAKARTA - The House of Representatives (DPR) of the Republic of Indonesia officially approved 248 Drafts of Law (RUU) which were included in the 2020-2024 national legislation program (Prolegnas). Of that number, as many as 50 bills were also agreed to be included in the 2020 priority Prolegnas.
This decision was taken at the Sixth plenary session of the closing session of the session year I for the 2019-2020 session, at the DPR Building, Parliament Complex, Senayan, Jakarta, Tuesday, December 17.
Among the 248 priority bills for five years, there are several bills that have received public attention and are considered controversial recently, namely the Criminal Code Bill, the Correctional Bill, the Bill on Mineral and Coal Mining (Minerba), the Bill on Security and Cyber Security (Kamtan Siber), and the Bill Land.
Then also entered, the Bill on the Capital of the State, the Bill on Tapping, the Bill on the Protection of Religious Figures and Religious Symbols, the Bill on the Elimination of Sexual Violence, two bills related to the Omnibus Law.
Before being appointed, Deputy Chairman of the DPR Legislation Body, Ibnu Multazam, reported several strategic points related to the discussion of the 2019-2024 prolegnas process.
Ibnu said, the discussion regarding the 2020-2024 Prolegnas had been discussed between the DPR Baleg and the Minister of Law and Human Rights Yasonna Laoly from 4 to 5 December at the MPR / DPR Complex. During the meeting, Baleg and the government agreed on several points. One of them is to set the number of Prolegnas Bill 2030-2024 at 248.
In addition, Ibnu explained, there were four inheritance bills or carry-over with details of three bills proposed by the government, namely, the bill on amendments to Law number 13 of 1985 concerning Stamp Duty, the bill on the Criminal Code and the bill on amendments to Law number 12 of 1995 concerning Corrections. Then, one bill proposed by the DPR, namely the bill on amendments to Law number 4 of 2009 concerning Mineral and Coal Mining.
Not only that, said Ibnu, there were three bills that were included in the open cumulative bill list. The Bill on Cooperatives, the Bill on the Constitutional Court, and the Bill on the Truth and Reconciliation Commission.
"The number of priority Prolegnas drafts for 2020 is 50 bills, with a note that the State Finance Bill is removed from the 2020 Bill of Priority Prolegnas and entered into a longlist based on the proposal from the Minister of Finance," said Ibnu.
Meanwhile, continued Ibdu, the Draft Law on OJK was a priority proposal from the Commission XI of the DPR. Meanwhile, the Bill on Biodiversity Conservation was withdrawn from the 2020 priorities and became a long list at the request of the Minister of Environment and Forestry.
After hearing Ibnu's explanation, the Chairman of the DPR, Puan Maharani, who acted as the leader, asked the members who attended the Plenary Session about the 248 Bill to be included in the 2020-2024 Prolegnas.
"Honorable council meeting, can the Baleg report on the 2020-2024 Prolegnas be approved? Do you agree?" asked the lady.
"Agree," said all the members present, followed by a knock on the court hammer by Puan as a sign of approval of the 2020-2024 Prolegnas.
